This position is located in the Military Personnel Office (MILPO) of the Army National Guard (ARNG). The purpose of this position is to provide technical expertise and guidance for all military personnel assigned in the State, and oversees the functions of one of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, SIDPERS Interface Branch (SIB), or the Personnel Services Section.
(1) Serves as an advisor to commanders on assigned unit human resources (HR) program.
(2) Responsible for and oversees the direction of the EPM/OPM or Incentives program and functions as the technical expert.
(3) Responsible for and oversees the direction of SIDPERS and internal/external interfaces, and functions as the technical expert.
(4) Responsible for and oversees the direction of the Personnel Services Section and functions as the technical expert.
(5) Accomplishes and oversees the technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian.
(6) Performs other duties as assigned.

QUALITY OF EXPERIENCE
Qualification factors include education and competencies in the human resources program. Candidate's competencies are evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, the candidate must qualify for the position's established full-time DST manpower authorization criteria. The applicant's resume package may include military and civilian human resources experiences and experiences in writing military and/or civilian performance reports; awarded training certificates; and official college transcripts. The resume must clearly demonstrate the individual's possession of the competencies needed to fully perform the Series GS-0201 work, as defined in the applicable position description's specified grade, duties, and responsibilities. For selection and
appointment, the individual must qualify for award/approval of the position's established manpower criteria, which includes, yet are not limited to: Military Service; Military Rank; and, Military Unit of Assignment.
MILITARY REQUIREMENTS
The DST position's unit of assignment is determined by the applicable service manpower, classification, and military qualification requirements. In conjunction with the DST Civil Service appointment, the employee is assigned to a specific manpower authorized DST unit assignment and military position, in accordance with statutes and the US Army and US Air Force skill classification directives, and the National Guard Bureau regulations. The DST's unit of assignment position, identified as a full-time Civil Service Series (General Service or Federal Wage) position is further defined by its authorized military skill(s), as determined by the Office of the Secretary of Defense (OUSD), DoD Occupational Data Base, which is
managed by the Defense Manpower Data Center (DMDC). This Manpower Center serves to collate personnel, manpower, training, financial, and other data for the Department of Defense (DoD). The DMDC's primary function is to support the information management needs of the Office of the Under Secretary of Defense for Personnel and Readiness (OUSD P&R) and its predecessors. For continued employment, the dual status technician employee must obtain and maintain all service specific military requirements in training and education, within the first 12 months of hire into the GS-0201 DTS position.
TITLE 32 EXCEPTED SERVICE SERIES GS-0201 QUALIFICATION REQUIREMENTS
1. The Priority Placement Program's criteria is ALWAYS processed and cleared PRIOR to advertising T32 Excepted Service positions, via Job Vacancy Announcements.
2. Prior to Title 32 Excepted Service appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test.
3. Prior to Title 32 Excepted Service appointment, must possess and provide a valid federal government- issued identification card as required for military membership.
4. Must possess or be able to obtain the proper clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives.
5. As a basis of continued Title 32 Excepted Service employment/appointment to a GS-0201 position, the employee must complete the Human Resources Program education, training, and certifications for the GS-0201 position as identified on this qualification standard and the employee's Individual Development Plan.
6. The Title 32 Excepted Service employee is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, when he or she fails to obtain the required education, training, or certifications for the Title 32 DST GS-0201, Human Resources position.
7. As a basis of continued Title 32 Excepted Service employment/appointment to the GS-0201 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
