The position is located in the United States Agency for Global Media (USAGM), Office of the Chief Financial Office (OCFO), Office of Financial Operations. The position reports to the Financial Systems Manager. The primary responsibilities of the position are configuring, testing, and implementing tasks within complex integrated financial management systems, (e.g. Momentum, E2 Travel, Payroll, and Tax), and providing training to end users.

Duties include, but are not limited to:
Responsible for understanding all aspects of federal financial accounting operations (payment, receivables, property, travel, payroll, etc.), developing and executing techniques, processes, and procedures to evaluate all financial transactions, business and system processes and internal controls, and implementing improvements to optimize system efficiencies and standardization, strengthen controls, and leverage system functionality.
Responsible for Tier one level support to end users. Such duties include but not limited to review, analyze and process access requests, establishment of vendors and maintenance of the vendor table, review and process system change request forms, respond to system user requests for assistance and inquiries on functionality.
Working independently and/or with senior team members to solve highly unstructured, complex and controversial problems in financial data, systems, and reporting in new or novel ways, where no clear precedents exist, by applying accounting and financial management systems principles, theories, concepts, practices and understandings.
Addresses all issues related to financial configuration, including posting models that may impact reporting, operations, and systems (Momentum). Conducts reviews and examinations for a variety of systems and financial activities, and presents findings and recommendations, as well as implements solutions.
Leads and applies business process re-engineering concepts and methods to identify opportunities for improvements and implements news systems and upgrade efforts. Quantifies business impacts related to new system initiatives and performs and directs cost benefits analysis on proposed initiatives. Identifies potential improvements to financial accounting, tax, property, and travel systems, and drafts related policies, procedures, training manuals, business process maps, and system requirements.
