This position reports to the VISN 5 Business Finance Manager within the VISN Chief Business Office.The incumbent will serve as a Budget Analyst responsible for planning, developing,coordinating,defending and executing all aspects of the Community Care budgets for the six VISN 5 facilities.This work is done in coordination with Community Care and Fiscal services at assigned facilities.The incumbent will be responsible for reviewing budget estimates for compliance with policy, rules, regulations.

Serves as budget analyst responsible for planning, developing, coordinating, defending and executing all aspects of the organizations budget requests.
Plans, directs, and performs the budgeting for assigned operating programs. Integrates, computes, compiles, consolidates and prepares quarterly, semiannual and annual budget estimates within assigned area of responsibility. The incumbent will be responsible for reviewing budget estimates for compliance with policy, rules, regulations, and procedures; establishing controls and monitoring the use and rate of commitments and obligations of Community Care funds; monitoring and advising appropriate personnel on status and availability of funds in accounts; and analyzing and performing extensive liaison activities with representatives from facilities.
Reviews budget estimate input for compliance with policy, rules, regulations, and procedures prescribed and provided by higher headquarters. Performs an in-depth analysis to identify alternative methods of funding, reprogramming actions, and resource impacts. Reviews policies, procedures, regulations, requirements inputs and develops or recommends procedures to implement and improve the process and budget product. Prepares narrative analysis, reports, schedules, and associated financial statements to justify and support funding requests submitted to higher headquarters.
Establishes controls and monitors use and rate of commitments and obligations through review or documentation, accounting records and personal interface with action officers and management and budget officials internal and external to the organization. Prepares a variety of reports covering status of funds, expenses and obligations as required by higher headquarters or as an accepted management practice. Monitors and advises appropriate personnel on status and availability of funds in the accounts.
