The incumbent applies experience and comprehensive technical knowledge of computer software and hardware to perform critical tasks involving the development of innovative solutions to identify safety hazards and operational concerns with new systems/capabilities. The incumbent plans and develops yearly Program Management Plan by using skill applying the Acquisition Management System lifecycle process, management principles, and tools for planning associated with IOA.
As a principal technical specialist, the incumbent applies comprehensive technical knowledge of the Safety Management System (SMS) to conduct independent safety assessments of automated NAS systems, operations and procedures. The· incumbent leads audit teams responsible for reviewing safety analysis in the Safety Management Tracking System (SMTS) for NAS changes and/or current risk assessments. Using knowledge of the NAS, the incumbent analyzes new air transportation system safety initiatives; identifies problems or issues that frequently cross and impact all operational service units; and recommends improvements.
The incumbent uses experience evaluating and assessing airspace and/or air traffic system changes to recommend risk mitigation strategies and to identify problems or issues that frequently cross and affect all operational service units. Using Federal Aviation Administration Test and Evaluation (T&E) policies, guidelines and processes, the incumbent monitors and assesses system, policies and procedures and verifies the effectiveness of risk mitigations across the ATO.
The incumbent's contacts are internal and external to AJI and include representatives from other ATO Service Units, FAA Lines of Business, and members of the aviation industry.to identify safety issues and concerns. The incumbent often represents the FAA as the senior technical point of contact for independent operational audits. Plays a lead role on teams of diverse field and/or headquarters personnel and provides technical direction and guidance to junior engineers. The incumbent recommends positions to senior management and presents briefings to obtain consensus/approval on policies.
The incumbent resolves technical problems without the intervention of management or a more experienced technical specialist; develops plans, techniques, and policies to address current or anticipated problems and issues; and works with management to solve problems. The Team Manager typically reviews work through status reports and at project completion to ensure technical compliance and alignment with the requirements of the project or other work activity.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

EDUCATION REQUIREMENTS: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combinations of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable.
