The incumbent’s responsibility is to lead by example, to shape and sustain a working environment most conducive to the successful performance of those entrusted to his/her leadership and direction; creating a positive atmosphere and culture within the Human Resources Division and its constituent branches that reflects the pride, professionalism, sense of accomplishment, fulfillment, collaborative engagement, well-being and wholehearted customer focus of its employees is the incumbent’s essential purpose and focus of main effort.
Serves as Deputy Director, Human Resources. This is a working manager position supervising a team of eight staff with responsibility of assisting the Director of a small/medium installation in the full range of major human resources functional areas to include: recruitment and placement, position classification, employee/labor relations, compensation, performance management and training. Develops coordinates and issues approved requirements, procedures, plans and policies for MCCS wide implementation. Applies business process principles and techniques as a full business partner to reengineer and improve HR processes. Provides staff advisory services concerning interpretation of policies, rules, regulations, procedures and practices. Leads management in employing change management, process concepts and techniques such as strategic planning and workforce development. Assists in development of labor relations strategies and consults with union officials and NAFI Heads.
Serves as subject matter expert on all areas of Human Resources, resolves difficult and unusual problems, and provides technical advice to HR Specialists within the installation. Plans, directs, coordinates, and reviews work of subordinates, making assignments while considering time limits, priorities, and capabilities of employees. Exercises the full range of human resource management responsibilities to include assigning and reviewing work products; assists the Director in establishing performance standards and evaluating performance; taking and initiating disciplinary actions; counseling employees; taking and recommending changes in organizational assignments; determining resources; and establishing work priorities.
Reviews available and/or proposed training courses, determines applicability to employee needs and the work situation, and arranges for training if appropriate. Implements good position management concepts; ensures equal opportunity/equal employment opportunity; directs assigned personnel to accomplish the following functions: program areas encompassing civilian and military human resource management and workforce development analysis and assessment. Assist with resolving problems of employee relations and morale. Serves as principal advisor to HR staff and program managers. Develops appropriate interventions for management on significant HR issues and concerns. Interpret complex legislative, regulatory, and policy guidance to prepare recommendations to leadership. Ensure installation wide position classification accuracy and consistency interpreting and applying position classification standards.
Supervises full performance level employee(s) to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action.
Maintains current knowledge of public and private sector personnel practices and procedures. Is responsible for the continuing development, updating/modernization and implementation of the human resources information system. Provides other written and oral guidance, advice and assistance implementation of personnel policies/ procedures. Develops training and briefing materials for managers, personnel specialists. Evaluates overall performance of employees. Provides advice counsel, and instruction to accomplish the assigned functions. Interviews candidates for vacant positions, recommends selections, promotions, or reassignments. Provides recognition to deserving employees. Assures that subordinates job descriptions are current and accurate.
Provides World Class Customer Service. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Represents the Director, HR.
May travel to complete work assignments and conduct or attend conferences and meetings. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours.
EVALUATIONS:
Bachelor’s degree from an accredited college or university in a related field appropriate to the work and position AND four years of managerial/supervisory experience in more than one personnel management functional specialty such as (employee relations, labor relations, recruiting, position management, performance management, compensation and training) that demonstrate an ability to plan, organize, and direct a comprehensive human resources program operation. Four years experience that demonstrates the ability to use judgment and originality to analyze and resolve complex and controversial human resources problems that often requires substantial modification and adaptation of guidelines and application of innovative approaches for specific situations. In depth knowledge of overall personnel management practices, negotiation, and strong labor relations skills. Must have effective writing and oral presentation skills and ability to communicate with all levels. Experience in the use of Human Resources automation systems (e.g. PeopleSoft) to process personnel actions and reports and obtain human resources data. Skill in analyzing problems including identifying relevant factors, gathering pertinent information, and recognizing solutions. Knowledge of computer equipment and operating systems. Knowledge of Marine Corps NAF policies and procedures are preferred. This is a white-collar position where occasional lifting up to 20lbs may be required
