The incumbent will provide technical advice and guidance to Departmental managers, as well as serve as a technical advisor to management's representative during the negotiation of bargaining agreements. The incumbent will work on a variety of assignments for assigned client organizations involving the administration of operational Labor-Management Relations. The employee provides expert level advice in the area of labor relations. Serves as a troubleshooter, providing authoritative advice and guidance on problems not susceptible to treatment by accepted methods; recommendations and decisions are characterized by breadth and importance. Serves as a DOL focal point for technical guidance, management of, and advice on matters relating to labor relations issues. Develops and analyzes complex data gathered from a wide variety of sources that may be of significance to management's positions on a variety of issues. Determines the statutory or contractual obligation of DOL management to communicate, consult, or negotiate with the DOL exclusive representatives concerning conditions of employment during the term of existing collective bargaining agreements.
Research information, critically analyzes facts, and draws conclusions and favorably present recommendations/solutions. Research using Title V of the United States Code, the Code of Federal Regulations, and evaluate laws, regulations, and precedents concerning union proposals.Prepares initial drafts of articles agreed to by negotiating teams. Maintain working relationships with National Office and Regional officials and with union representatives to ensure a uniform interpretation and application of collective bargaining agreements, and employee and labor-management relations policies and practices are administered throughout the Department. Provide expert technical assistance and support to the Department's bargaining team in preparing for negotiating term agreements with exclusive labor organizations. Coordinate with OASAM and other Agency organizations to issue new or revised Departmental policy and procedures with respect to personnel policies, practices and other matters affecting working conditions. Provide advice and assistance to various agency and regional HR workgroups in an effort to enhance operational efficiency. Work in consultation with the Solicitor's Office, to prepare the Department's case for presentation at third-party proceedings. Work with Agency and Regional Employee and Labor Relations Officers on substance, timeliness, and resolution of grievances, unfair labor practices, and unit questions at the lower level of the appeal procedures. As necessary, serves as an expert witness in MSPB, EEO, FLRA, administrative hearings, and negotiated grievance hearings. Serves as an instructor for various Human Resources (HR) courses and provides training and seminars as needed to serviced organizations. Ability to communicate with others, both orally and in writing, representing the Department with persons of all levels; to include Presidential Appointees or Senior Executives, supervisor and managers, attorney, judges etc.

GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.
Examples of specialized experience includes knowledge of a wide range of HR case law, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on complex legal issues, problems, and situations using legal research methods, information-gathering techniques, and analytical skill to locate and interpret appropriate precedent and substantive decisions, and/or legal opinions. Knowledge of the full range of labor relations theories, principles, methods, and techniques sufficient to conduct systematic studies to develop management interests and respond to union interests at the bargaining table when issues have a significant impact on mission, involve large numbers of employees and interrelated issues, and potentially can involve considerable cost.
Education or the substitution of education for experience is not qualifying for the GS-12 level.
