Defines and executes engineering plans and procedures for testing, monitoring, adjusting, and maintaining plant equipment. Examples include: exciters, governors, unit monitoring devices, vibration equipment, flowmeters and similar equipment.
Programs and modifies design of monitoring and control logic of various Programmable Logic Controller (PLC) Systems.
Prepares installation drawings and plans for new equipment and drawings and plans for modifications to existing equipment.
Perform detailed calculations to establish standards, specifications, and monitor assigned process equipment operational health.
Writes technical engineering direction and provides training describing the design and proper function of plant process systems to ensure that operations, engineering, maintenance, and information systems (IT) personnel have information available for maintaining, repairing, testing, and improving systems.
Writes technical specifications. Improves written specifications with engineering review and input from operations, maintenance, and design personnel.
Develops and provides technical training for operations and maintenance personnel to ensure proper and uniform application of written engineering direction and procedures.

MINIMUM QUALIFICATION REQUIREMENTS: Applicants must first meet the Basic Education Qualification Requirements listed below:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
ADDITIONAL REQUIREMENT: In addition to meeting the Basic Education Qualification Requirements, applicants must meet qualification requirement below: To qualify for the GS-07 level, you must submit transcripts that reflect directly related graduate-level education or superior academic achievement -OR- your resume must reflect one year of full time experience testing, engineering studies, design, repair or modification of electrical/electronic equipment or systems. Your resume Must reflect one year of full time experience working with at least one of the following: control circuits, relay and protection circuits, electrical generation and motor equipment, PLC and computerized control equipment, communication equipment, meters, sensors, governors, transformers, OR auxiliary equipment -OR- a combination of education and experience. To qualify at the GS-09 level, you must submit transcripts that reflect 2 full years of directly related, progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree -OR- your resume must reflect one year of full time experience designing, repairing, testing, or modifying electrical/electronic equipment or systems of an industrial work facility. Your resume must reflect working with at least two of the following: control circuits, relay and protection circuits, electrical generation and motor equipment, PLC and computerized control equipment, communication equipment, meters, sensors, governors, transformers, and auxiliary equipment -OR- a combination of education and experience. To qualify at the GS-11 level, you must submit transcripts that reflect completion of 3 full years of directly related, progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree -OR- your resume Must reflect one year of full time experience modifying electrical/electronic equipment or systems typical of a power-generation work facility. Your resume Must reflect one year of full time experience working with at least three of the following: control circuits, relay and protection circuits, electrical generation and motor equipment, PLC and computerized control equipment, communication equipment, meters, sensors, governors, transformers, and auxiliary equipment -OR- a combination of education and experience. To qualify at the GS-12 level, your resume must reflect one year of full time experience performing design, repair, testing, and modification of electrical/electronic equipment or systems typical of a hydropower-generation work facility. Your resume MUST reflect at least one year of full time experience working with at least three of the following: control circuits, relay and protection circuits, electrical generation and motor equipment, PLC and computerized control equipment, communication equipment, meters, sensors, governors, transformers, and auxiliary equipment.
This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in you being rated not qualified for the position.

Ability to develop and implement ladder logic programs utilizing PLCs for the control of power plant systems such as generator control systems, water treatment systems, wastewater treatment systems, sump pump systems, security gate systems, traffic light systems, digital governors, and other PLC-controlled plant systems.
Professional knowledge of electrical/electronics engineering principles and practices to the full range of engineering duties involved in the maintenance, operation, design, and layout of electrical systems and equipment at large industrial facilities such as the hydroelectric facilities.
Ability to apply engineering and business economics to analyze and draw conclusions regarding assigned system options (including items such as material cost and life-cycle cost and benefits). Assigned system modifications, replacements, and modernizations are within the scope of this analysis. Familiarity with at least one related engineering field, such as mechanical or structural.
Knowledge of evaluating designs, integrating designs, implementing designs, de-bugging systems during commissioning, and maintaining existing systems; to develop and provide technical training for operations and maintenance personnel.
