As a Senior Procurement Advisor, you will:
The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation will be required for all new hires. Appointment will be subject to the applicant’s successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for disqualification in the hiring process. The background investigation process conducted by the Bureau of Engraving and Printing is very thorough. Therefore it is imperative that applicants exercise candor and honesty when answering background questionnaires, especially as it relates to arrest, employment, education, finances, illegal drug use, and/or other criminal history. Falsification discovered in security documents or during the background investigation process may result in an immediate negative suitability determination or immediate revocation of your interim clearance (if applicable).
You must meet the following requirements by the closing date of this announcement.
Basic Requirements:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
Management of or significant participation in a Department level, enterprise level or other major strategic acquisition program; AND
Development of strategies for purchase of services and/or commodities--in a multi-functional environment based on procurement data analytics to leverage procurement spending (e.g., category management, strategic sourcing); AND
Analysis of procurement data to inform activities such as category management and strategic sourcing.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
Education Requirements:
In order to qualify, you must meet the basic requirements outlined in A, B, AND C below.
Exception: employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.
A. Four years of experience in contracting or related positions. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. The training curriculum for GS-1102s is completion of FAC-C Level I and Level II mandatory courses. FAC-C Level III is preferred, but not required. If the applicant holds a valid/current Defense Acquisition Workforce Improvement Act (DAWIA) Level II or Level III certification, then the applicant meets the training requirement.
***Legacy FAC-C courses are acceptable if Level I and II training completed and individual FAC-C Level II certified prior to October 1, 2015. For Level I and II training completed after October 1, 2015, individual must have completed FAC-C Refresh courses. Level III recommended courses are CON 360, an HBS module other than HBS 428, and 32 hours of electives. DAWIA equivalents are also acceptable.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
