This position serves as the Type 1 Wildland Fire Module Leader for the NPS Pacific West Region Whiskeytown WFM Program. The position is responsible for the day-to-day supervision and leadership of the WFM members and Whiskeytown WFM program. The Module Leader is responsible for ensuring the mission of the module program is accomplished while balancing the needs of module members, host parks and the region. Specific duties include:
Selective Factors: The applicant must possess all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications requirements to be considered eligible for this position:
1. Incident Commander Type 4 (ICT4)
2. Burn Boss Type 2 (RXB2)
3. Single Resource Boss; Engine or Crew (ENGB or CRWB)4. Firing Boss (FIRB)
**You must provide a copy of your Incident Qualification and Certification System (IQCS) Master Record or other equivalent documentation which verifies you meet the required NWCG qualifications that are Selective Factors for this position. These qualifications must be active and current.
-AND-
Candidates must possess a minimum of 90-days of wildland firefighting experience, gained through fire line work in containment, control, suppression or use of wildland fire. You must clearly demonstrate this experience in your resume, including the months, days and hours per week at which the work was performed in order to be considered.-
AND -
BASIC EDUCATION REQUIREMENT: Successful completed a full 4-year course of study leading to a Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must provide a copy of your transcript(s).

A combination of education and experience which included at least 24 semester hours of upper level courses equivalent to a major, as shown above, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, natural resources or related discipline. You must provide a copy of your transcript(s).- AND -
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience must demonstrate an understanding of fire behavior relative to fuels, weather, and topography and how fire affects natural and cultural resources. Examples of experience may include:1), Wildland fire activities (such as planning and/or implementing prescribed fire or managing wildfires) to ensure resource objectives can be met from a fire management standpoint. 2), Developing and/or implementing initial attack incident management strategies and tactics to meet the stated resource objectives. 3), Implementing mitigation measures during wildland fire activities to protect sensitive habitats, endangered species, sensitive plants, or cultural values. You must include hours per week worked.

EDUCATION: Successful completion of at least two full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in one of the following fields: natural resource management, natural sciences, marine biology/sciences, earth sciences, history, archeology, anthropology, park and recreation management, social sciences, wetlands ecology, or other closely related subjects pertinent to the management of natural and cultural resources. (One year of graduate education is 18 semester hours or 27 quarter hours). You must include transcripts.-

Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take experience described in A above (50% of the experience requirement), and 18 semester hours or 27 quarter hours of directly-related graduate level college study in an accredited institution (50% of the qualifying education).
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Physical Demands: The work is normally sedentary. However, field work is evaluated as arduous and the duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time. Incumbent is subject to medical examination and must pass the work capacity test for arduous positions.
Working Conditions: Office conditions require long periods of sitting, working with computers and general lifting, bending and reaching. Field conditions involve the employee bring exposed to noise, heat, dust, weather, aircraft turbulence and the hazards of firefighting such as heat, smoke, and fire behavior. Protective clothing and equipment is required in hazardous environments.
The National Park Service has determined that the duties of this position are not suitable for telework.
This is a secondary-administrative firefighter position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements, but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. Whiskeytown National Recreation Area is located 10 miles west of Redding, California on State Highway 299. Whiskeytown National Recreation Area is managed by the National Park Service. Created as part of the California Central Valley Project, Whiskeytown's beautiful 3,200 acre lake contributes both drinking and irrigation water to northern California, and offers many recreational activities, including swimming from sand-covered beaches, scuba diving, kayaking, water skiing, boating and fishing. Its mountainous landscape offers opportunities for picnicking, hiking, hunting, and horseback riding. Historical remains of the 1850s California Gold Rush era, including the historic Tower House District and the Camden House, are found within the Park's 42,000 acres. Most Park employees live in or near the city of Redding, population 91,772, which has a fine variety of medical facilities, schools (including two colleges), restaurants, retail outlets, and both cultural and outdoor recreational activities. Housing is available with an average 3-bedroom house selling for about $311,000. Rent for a 2-bedroom apartment ranges from $825-$925 a month, and a 3-bedroom house from $1,200 to $1,500 a month.
