Represents the activity in researching engineering compromises and agreements with engineers or other organizations and contractors. Assumes leadership of projects assigned to the FAALC which require an engineering learn concept for their resolution.
Applies experience and advanced knowledge of engineering principles, theories and concepts applicable to his/her discipline to accomplish assignments and to develop plans and techniques to improve programs and policies. Prepares engineering specifications and contributes to the preparation of contract documentation for purchase, repair and support contract for radar systems and components. Specific systems include those supporting Air Traffic Control and/or Advisory Radar systems such as: Airport Surveillance Radar (ASR). Digital Airport Surveillance Radar (DASR), Monopulse Secondary Surveillance Radar (MSSR), Air Traffic Control Radar Beacon Interrogator (ATCBI), Airport Surface Detection Equipment (ASDE), Terminal Doppler Weather Radar (TDWR), Next-Generation Radar (NEXRAD), Weather Systems Processor (WSP), Air Route Surveillance Radar (ARSR), and Common Air Route Surveillance Radar (CARSR).
Quality checks contractor development of diagnostic programs for testing highly sophisticated systems and equipment. Serves as the Quality Control Officer to verify the validity and comprehensiveness of the contractor-supplied programs. Typical assignments may include: system design and integration, extensive research and shared responsibility for project/program management.
Provides assistance and support to the Contracting Officer Representative by contributing to the preparation of engineering specifications and assisting with procurement requirements for contractor development or sophisticated systems and equipment.
Reviews and performs repair engineering analysis of publications prepared by others, such as technical manuals, handbooks, manufacturer's instruction books, design/fabrication drawings, special test equipment and other technical materials pertaining to equipment repair. Prepares comments and recommends revisions for inclusion in final drafts.
Initiates and conducts engineering studies of system performance, system engineering and engineering change proposals. Evaluates the result of these engineering studies and initiates appropriate action to incorporate them in the FAALC service effort.
Contributes to the preparation of in-depth engineering reports on the methods, cost, equipment and procedures to be used in the overhaul of equipment. Prepares engineering specifications for the fabrication and/or procurement of specialized equipment required in the repair and the test of this equipment.
Defines, plans and organizes assigned resources to accomplish engineering time and cost estimates for complete projects involving the design, installation, fabrication, engineering changes, overhaul, development or engineering investigation of complex equipment and systems.
Reviews contractors engineering drawings and determines if they can be used in the FAALC and agency overhaul and maintenance programs. Determines those modules, component parts and equipment which will be included with agency's exchange and repair and return and repair programs.
Provides technical guidance to FAALC and performs as a member on Logistical Integrated Product Teams (IPT's) by attending meetings or conferences. Contacts are internal and external.
Employee must be capable of heavy lifting (at least 45 pounds), pulling hand over hand, climbing, use of legs, crawling, kneeling, depth perception. For remote facilities work, employee is required to work outside with possibility of excessive cold, heat, humidity, dust and on slippery or uneven walking surfaces.

(A) Degree: Professional Engineering. To be acceptable, curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; OR (2) include differential AND integral calculus and courses (more advanced than first-year physics & chemistry) in FIVE of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature & properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of Education & Experience - College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical & mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1) Professional Registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
2) Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for the professional registration which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
3) Specified Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph “A” above.
4) Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g. in interdisciplinary positions. (The above examples of curricula are not all-inclusive).
IN ADDITION TO THE ABOVE BASIC REQUIREMENT: You must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, (FG/GS 11-12) in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized Experience may include but is not limited to: professional electronics engineering experience involving the operations and maintenance of complex electronic systems; engineering testing; conducting field inspections; performing trend analysis and/or collecting/analyzing data.
