The incumbent will provide leadership and guidance to formulate and implement FAA-wide procurement policy for products, services, and real property. Identifies and directs projects and manages a subordinate staff that performs legislative and policy research and analysis and authors policy, guidance, contract and lease clauses, forms, and other documentation for the Federal Aviation Administration's (FAA's) Acquisition Management System (AMS). Reviews and evaluates proposed changes to procurement policy created by others and oversees content of systems and tools used to deliver AMS related information.
Directs the work of subordinate employees and/or managers for multiple organizational units/projects/programs and across multiple functions and/or disciplines within a major subdivision. Work includes complex projects/programs based on the objectives of the major subdivision, the LOB/SO, and frequently the FAA. Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.
Applies innovative thinking to improve FAA acquisition policy and guidance (unique because the FAA is exempt from the Federal Acquisition Regulation) to best serve the FAA's need for an acquisition system that enables the FAA to acquire and maintain all of the products, services, and real property the FAA needs to meet its mission, including complex major air traffic system acquisition programs.
Leads research and analysis of acquisition related laws, policy, guidance, best practices, and lessons learned and collaborates with peer managers and stakeholders to ensure AMS policy best addresses Agency requirements. Leads analysis of complex procurement practices that cross different functional areas and/or multiple organizations. Identifies improvements to significant or systemic issues, reconciles differing points of view, and solves problems related to developing and implementing AMS. Provides expert advice on AMS policy, and frequently works with or advises senior leadership and program officials on specific complex policy issues that impact Agency performance or strategic goals. Provides management advice and direction regarding AMS to subordinate staff, senior management officials, headquarters and field offices, vendors, and evaluators and auditors.
Presents briefings to senior leaders and policy boards. Represents the FAA on intra or inter-agency work groups and committees dealing with wide-ranging procurement management matters, and at meetings with the Department of Transportation (DOT), DOT Office of Inspector General, and other external federal and non-federal organizations.
Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Also applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS 14 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
