WHAT DOES A IT SPECIALIST (POLICY AND PLANNING) DO? As an Information Technology Policy and Planning Specialist you will serve as an expert in IRS Information Technology (IT) planning and policy concepts, principles and methods. In this position, you will operate as a project leader whose authority and scope of responsibility crosses organizational and geographic lines by leading major national level projects such as the application and adaptation of new and improved approaches to strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource and knowledge management, architecture and infrastructure planning and management, auditing, and information security management. You will also develop guidelines that will be used by other specialists and which have an impact on broad agency goals.

You must meet the following requirements by the closing date of this announcement:
GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. This experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving. Specialized experience for this position includes: Experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled.This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.
At this level, your experience must be sufficient to demonstrate the ability and skills in the development and interpretation of policies, procedures, and strategies governing the planning and delivery of services to develop new standards, methods, and techniques, evaluate the impact of technological change and conceive solutions to highly complex technical issues. Mastery of, and skill in applying project management practices including developing plans and schedules, estimating resource requirements and monitoring activities. Your experience should include coordinating policy dissemination, managing policy maintenance, and developing mechanisms to measure policy effectiveness and compliance.
In Addition to the above: Must have experience in the field of life-cycle cost estimating and analysis that includes: Leading and/or managing the development of project estimates containing at least four of the following elements: scope, effort, cost, schedule, and risk. Experience with application of commercial parametric tools for developing estimates. Examples include, though not limited to: SLIM®, SEER-SEM®, Checkpoint®, TruePlanning®, and COCOMO II. Experience with quantifying scope in terms of lines of code (LOC), function points (FPs), object points, or sizing proxies. Experience with quantifying productivity (i.e., lines of code/person-month, function points/person-month) within project estimates. Experience with developing estimates at different stages of the life and determining how the phase in which the project estimate is based relates to incorporation of risk and uncertainty within project estimates. Experience analyzing technical solutions for implementing technology change.
- The experience may have been gained in the public sector,private sector or Volunteer Service. One year of experience refers to full-timework; part-time work is considered on a prorated basis.
