The Director, Refund Crimes plans, develops, implements, evaluates, manages and directs enforcement, investigative and other activities relating to IRS tax and money laundering investigations and ensures the highest quality compliance program and equity in enforcement.
Plans, develops, implements, monitors and evaluates all criminal investigation programs under Refund Crimes.
Manages all human, physical, information technology and financial resources assigned to his/her respective office.
As a member of CI Leadership Team, assists with strategic planning and implementation with other CI Directors. Serves as the CI representative on Joint Operations Council and as key liaison with SB/SE and W&I and Campus leadership.
Serves as Servicewide expert on fraudulent refund detection and investigation. Provides policy and procedure for consistent national scheme fraud detection, which ensures CI compliance with IRS compliance strategy and national goals.
Coordinates Criminal Investigation activities with other top level IRS and law enforcement executives (foreign and domestic) to address crosscutting issues and ensure consistency of approach.
Coordinates the exchange of information nationwide on matters of national interest.
As required, protects Service employees and property during civil and other disturbances, and performs other protective assignments as requested.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Competencies listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent level leadership within state or local government, private sector or non-government organization. BASIC REQUIREMENTS
Applicants for all Criminal Investigation 1811 positions must meet all GS-1811 Criminal Investigation Qualification Standards, including Medical Requirements, please see http://www.opm.gov/qualifications/Standards/IORs/gs1800/1811b.htm. Applicants failing to meet the medical requirements at the time of their initial medical examination and drug test will be considered ineligible for the position.
In addition to the above, to be qualified for this specific position, your experience must be sufficient to demonstrate: Knowledge of pertinent statutes, regulations, policies, and guidelines related to criminal tax investigations, including the Code of Federal Regulations, Federal Rules of Criminal Procedures, Federal Sentencing Guidelines, and case law relative to income taxation, money laundering, other currency crimes, and limitations of the Service’s investigative authority. Knowledge of criminal investigative techniques, such as protective surveys and assignments, surveillance and undercover work.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain at least two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy Initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to explain your answer.
The narrative must not exceed 10 pages.
NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs:
Fundamental Competencies: These competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Continual Learning, Written Communication, Integrity/Honesty, Public Service Motivation. The Fundamental Competencies are crosscutting; and should be addressed over the course of each ECQ narratives.

MANDATORY TECHNICAL COMPETENCY QUALIFICATIONS (TQs): All applicants must submit a written narrative response to the following TQs. You must address each TQ separately. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled.
