This position is responsible for providing proactive assistance and guidance to airport sponsors, consultants, planning agencies, and the public on various aspects of airport and aviation planning to include airport systems planning, airport master planning and airport layout plan preparation, Airport Capital Improvement Plan development, compatible land use planning and airspace obstruction analysis.
Duties and responsibilities may include:
Analyzes and interprets criteria related to all aspects of airport and aviation planning. Reviews, provides technical guidance and accepts airport master and system plans prepared by airport sponsors, State aeronautical agencies, and metropolitan planning agencies. Provides technical guidance for the preparation and coordination of local, metro, and state system airport demand forecasts and Airport Layout Plans. Reviews and approves local airport demand forecasts and Airport Layout Plans. Assists in the development of the Regional Office Airports Capital Improvement Program (ACIP) and may assist with the administration of the Passenger Facility Charge (PFC) program.
Assists environmental specialists in the collection of data and develops documents required for satisfying
requirements of National Environmental Policy Act. Reviews airport sustainability programs and other environmental programs. Provides assistance to Airport Sponsors to ensure land use compatibility including consultation in the development of zoning requirements on and off airports. Ensures planning results are in compliance with applicable Grant Assurances.
Assists in developing input to the National Plan of integrated Airports System (NPIAS) and conducts reviews to
ensure that FAA guidance is being met during the initial submittal of NPIAS entry/removal requests. Reviews and approves land use compatibility plans, change in land use requests, land releases, and land acquisition documents. These actions may require review of appraisals submitted by sponsors to ensure that land acquired under a project is properly configured, has good title and cost is reasonable. Ensures conformance with the Uniform Relocation Act.
Prepares correspondence for review by management. Correspondence may include Congressional ·responses,
briefing papers, approval letters, and guidance to sponsors associated with all aspects of airport development.
Provides advisory and technical guidance to the public on all aspects of project implementation, including airport
planning and programming, airspace, airport design standards, and contract administration. Participates in community activities, such as Advisory Committees, public workshops, and public meetings or hearings.
Provides technical guidance and reviews planning consultant contracts, including determination of reasonableness of cost, to ensure that selection is in accordance with professional services procurement requirements.
Approves payments on Al P funded projects. Reviews benefit/cost and life-cycle costs analyses. Reviews and makes recommendation for modification of standards requests to management and/or RO. May forward recommendations to RO for approval. Conducts project justifications and eligibility analyses to ensure projects are ready for grant funding. Provides recommendation for grant funding and programming. Maintains project status using the Office of Airports database system (SOAR). Possesses a complete understanding of grant project management and associated financial reports. Performs project close-out review and prepares recommendation to management for grant financial completion, including eligible final payment or recovery as appropriate.
Assists environmental protection specialists and airport certification inspectors with the review and approval of
wildlife hazard assessments and wildlife hazard plans.
Performs other duties as assigned.
Basic Requirement: To qualify for this position you must have a degree in community planning; or related field such as: Urban Affairs, Architecture, Landscape Architecture, Engineering, Sociology, Geography, Economics, Political Science, or Public Administration that included at LEAST 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR Combination of education and experience -- courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
In addition to the basic requirement listed above, to qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience includes, but is not limited to: Experience developing or approving airport layout plans. Experience developing or reviewing planning consultant contracts and scopes of work. Experience providing advisory and technical guidance to the public on airport planning, airspace, programming, airport design standards, contract administration, and in general, on all aspects of airport project implementation.
