As an Actuary for the Veterans Benefits Administration Insurance Service, you will:
1. Perform core actuarial services affecting the actuarial base of the insurance programs. This involves planning, conducting, and coordinating comprehensive studies or portions of studies that will be utilized to maintain sound financial operation and assess the feasibility of program modifications including procedural changes, benefit enhancements and new initiatives. Specific duties include preparing financial projections, and performing analysis to: (1) assess fund adequacy, (2) estimate future budgetary requirements, (3) evaluate group insurance premiums, or (4) determine appropriate dividend distributions.
2. Perform financial reporting. This involves work on agency financial statements, analysis for financial solvency and cash flow needs, and budget preparation. Specific duties include: (1) preparing financial presentations, publications and reports related to the insurance programs, (2) performing reserve valuations to determine the value of insurance liabilities, and (3) preparing and/or verifying financial statements for the insurance programs.
3. Provide technical support and expertise to program managers and to the operating elements. This will involve providing authoritative actuarial consultation and advice on a wide range of program issues as well as performing technical actuarial calculations. Specific duties include: evaluating proposed legislation affecting VA Insurance programs for cost, impact and actuarial soundness; preparing supporting evidence for the findings that can be understood by a layman; designing ad-hoc models and analyses; working closely with organizational elements and communicating with actuaries and technicians on matters pertaining to the actuarial aspects of VA's Insurance programs; and providing data, reports and policy values upon request.
4. Communicating the results of actuarial studies/analysis and making recommendations. This will involve presenting the research, conclusions and recommendations orally and in writing to the Senior Actuary, agency program managers, insurance industry representatives, or program officials in other government agencies that share an interest in VA insurance programs. Work Schedule: Regular office hours, Monday through Friday. Alternate work schedules may be available.
