WHAT IS THE CHIEF FINANCIAL OFFICER (CFO) DIVISION? The IRS Chief Financial Officer (CFO) organization is responsible for the custodial accounting of over $3.3 trillion in taxpayer payments, as well as for managing the IRS' $10+ Billion annual operating budget. In addition, the CFO advises the IRS Commissioner and other top executives on issues dealing with financial management, financial systems, strategic planning, performance management, budget formulation, budget execution, and internal controls.
WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO? As a Management & Program Analyst you will be responsible for accomplishing various analytical studies and/or projects relating to substantive, mission-oriented programs of the Internal Revenue Service. The studies or projects involve complex programs, systems or issues and have impact on multiple IRS locations and/or organizations. In this role you will coordinate the impact of the project with employees and managers in all affected areas within the Service and with individuals and organizations outside the Service. Specifically, you will use your analytical and technical skills to conduct in-depth analyses of project data, requirements, and impact and you will identify problem areas and determine how to resolve them.

GS-13 LEVEL: At least one year of specialized experience equivalent to the grade 12 that demonstrated accomplishment of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Knowledge of project management and organizational to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include budgeting methods and techniques to prepare analyses and estimates; oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations.
- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
