The Senior Technology Advisor serves as a key advisor and team leader advising technology advisors, managers and attorneys on complex electronic discovery and litigation support work. He/she analyzes the electronic discovery and litigation needs of the most complex cases, makes recommendations for the appropariate software tools and technical processes to accomplish the agency's mission, and ensures the litigatiors receive the necessary automation support to accomplish their work.

What is Procedure and Administration? The Associate Chief Counsel (Procedure and Administration) (PA) provides legal services in federal tax procedure and administration including legal issues arising out of the assessment and collection of federal taxes, bankruptcy, ethics, abatement, credits, refunds of federal taxes, judicial proceedings, and disclosure of Freedom of Information Act (FOIA) and Privacy Act matters.

You must meet the following requirements by the closing date of this announcement:
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes experience with Litigation Technology Support best practices and industry specific software skills, with Federal Rules of Civil Procedure relatied to e-discovery, and with Electronic Discovery Reference Model (EDRM). Experience with the creation/management of workflow for scanning, conversion and complex document review, independently responding to discovery requests and assisting with trials; mentoring and assisting in the preparation of paperwork necessary for processing and completion of a case, including litigation, FOIA and/or e-discovery matters. Expertise in software knowledge in at least five of the following applications: Concordance; Summation; iConnect; Clearwell; Autonomy; Ringtail; Recommind; Relativity; Catalyst; Case Logistics; ViewPoint; Nuix; Equivio; Legal Access Ware (LAW); and/or iPro.
The experience may have been gained in the public or private sector, or through Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Rating: Your application will be evaluated in the following areas: Knowledge of the interrelationships between different electronic litigation software to perform program analysis by developing and evaluating the effectiveness of new or modified electronic discovery and litigation processess, programs and objectives and operations within P&A program; Knowledge of the Electronic Discovery Reference Model and electronic processing procedures; Ability to plan, design, modify and organize effective and efficient document control systems and workflow processes; and Knowledge of Tax Court Rules and Federal Rules of Civil Procedure relating to electronic discovery and disclosure and privacy law relating to the transmission of electronic material and applying security encryption.
