As an individual contributor, the incumbent applies quantitative and qualitative analysis to define the utility, basic tenets and guidelines for preparing the Master Integrated Program Schedule. He/she uses skill applying fact-finding and investigative techniques to define program requirements and to assist in the development of program briefs and working papers. Assists senior analysts in the development and execution of the integrated logistics Support Plan (ILSP). Identifies and assists in the implementation of alternative logistics support practices. Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional.
Using knowledge of and experience with Acquisition Management System policies and processes, the incumbent supports senior specialists by assembling and reviewing acquisition packages, requests for proposals, bids, or quotations by checking documents for errors and ensuring that standard or special provisions comply with applicable policies and regulations. Uses experience participating on acquisition strategy or source selection panels to determine if a written source selection plan is necessary and to document strategy. Provides market research data to senior management, the incumbent identifies market place requirements to identify supply or service sources. Using skill and experience maintaining automated tracking systems, the incumbent assists with financial analysis and reporting to include analyzing budgets assigned to large-scale technical aviation programs and services to record, reconcile, validate and track data; identify discrepancies and conduct various analytical studies.
Applies experience using advanced automated tools and financial systems, such as macros, pivot tables, advanced filtering, etc. to create graphics and charts for inclusion in presentations to senior officials. The incumbent participates as an active team member in planning, monitoring, and conducting special projects, studies, and initiatives. The incumbent analyze problems, identifies significant factors, gathers and interprets pertinent data, and applies established rules and procedures in order to recommend effective solutions. Contacts are typically internal and external to the PMO to share information and to explain the applications of policies and procedures. The incumbent may have frequent contact throughout the PMO and other customers on routine matters such as data gathering, explaining processes and project status. The incumbent mentors more junior analysts.
Although the incumbent uses considerable discretion when selecting approaches, established policies and procedures are available for most assignments. The incumbent resolves most problems and work issues without the assistance of a more experienced professional or manager and refers problems and work issues that require additional attention. The Team Manager periodically reviews work at major milestones and at completion. For policy compliance and alignment with the requirements of projects and/or other work activities.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-G or FG/GS-11) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized experience for this position includes:
Experience assembling and reviewing acquisition packages, requests for proposals, bids, or quotations;
AND
Experience using advanced automated tools and financial systems, such as macros, pivot tables, advanced filtering, etc. to create graphics and charts for inclusion in presentations to senior officials.
