Demonstrate expert knowledge of threats to civil aviation and the National Airspace System (NAS) from terrorist groups, insurgents, criminal organizations, and potentially hostile nation-states and their weapon systems and tactics, and present this information in briefings and written products to a variety of audiences, to include senior executive leadership.
Conduct intelligence research, analysis, and intelligence production to the FAA Administrator, executive leadership, lines of business, key staff, international representatives, and field/joint offices through weekly Executive Intelligence Briefings, regular forums, conferences, ad hoc meetings, written products, or other communication requirements.
Provide support for and contribute to agency engagement on National Security Council requirements and the aviation intelligence requirements for the Secretary of the Department of Transportation (DOT), Deputy Secretary, and Chief of Staff.
Liaise with FAA lines of business, DOT, and counterparts in other national level agencies (including those in the Intelligence Community (IC), Law Enforcement (LE), Department of Homeland Security (DHS), and Department of Defense (DOD) communities), industry and international partners through ongoing interaction, collaboration, and information sharing.
Represent FAA/AXE during coordination with and in providing support for the FAA Crisis Response Working Group and Crisis Response Steering Group on matters of threats to civil aviation safety/security affecting the NAS, U.S. operators, and airmen globally. Conduct appropriate outreach to US Intelligence Community and other interagency stakeholders for intelligence assessments and views on flight safety concerns to inform FAA deliberation.
Support the development of aviation policy, flight advisories/prohibitions, risk mitigation strategies, contingency planning, and incident response measures to reduce the safety/security risk to the NAS and U.S. civil aviation worldwide.
Host and/or represent the FAA in interagency forums and meetings, effectively articulating the agency's mission, vision, and position, and establish collaborative relationships to meet FAA goals.
Provide senior analytical oversight on office intelligence production (e.g., Spot Reports, Situation Reports, Information Notes, etc). Review 24/7 current intelligence and threat evaluation watch data to ensure effective intelligence support of the NAS and U.S. civil aviation operations worldwide. Contribute to analytical training and standard operating procedures to ensure readiness of office staff members to assess and respond to threats to the safety/security of US air operators.
Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to the next lower grade/pay band (FG/GS-13/FV-I) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE is defined as experience applying a knowledge of threats to U.S. civil aviation interests from terrorist groups, insurgents, criminal organizations and potentially hostile nation-states and their weapon systems and tactics in an air domain security related environment.
