(1) Assists in receiving and reviewing work requests (oral and written) for validity, accuracy, and feasibility and in ensuring proper coordination with outside organizations such as safety, fire, security, communications, occupational health, and environmental. Serves within the CES Operations and material acquisition element. Assists the higher graded Production Controller as the CES office of primary responsibility (OPR) for implementing procedures required in the management and operation of CES unique work control systems. Estimates requirements for materiel, man-hours, and equipment time. (25%)
(2) Serves as a focal point for automated CES work control and supply programs within CES or throughout the installation. Operates various computer programs and automated systems utilized by CES relating to on-base work control or material handling activities. Utilizes the approved Air National Guard CES Work Order Management System, Standard Base Supply System, Base Contract Automatic System and similar automated management systems identifying problem areas.(15%)
(3) Establishes and operates the customer service center. This includes but is not limited to operating and managing CES storage facilities, including those at GSUs and training sites, coordinating movement of equipment and material to and from CES, coordination with building managers, soliciting and reviewing customer feedback, conducting trend analysis, service calls, providing guidance for self-help customers, providing interpretation of, and recommendations for adjustments to service contracts, and providing a central point for information vital to the accomplishment of the Civil Engineering mission.(15%)
(4) Ensures fiscal responsibility by establishing work orders and job orders under the correct organizational funding codes. Assists the CES Funds Manager in planning, formulating, analyzing, and coordinating CES supply budget submissions. (5%)
(5) Manages the CES mobility equipment and supply programs and provides training to drill status guardsmen. Serves as a supply liaison between the CES Commander, key staff and higher headquarters. (5%)
(6) Manages the organizational logistics for civil engineering activities to ensure effective material and equipment support. Ensures all available CES tools and equipment are maintained in serviceable condition by performing visual and operational checks.(5%)
(7) Manages Civil Engineering equipmenUmaterial accounts through a sophisticated Integrated Engineering Management computer system. Requisitions materials, equipment, and services necessary to support CE functions, to include self-help projects. Monitors source allowances, validates requests, and processes documentation to procure equipment. (5%)
(8) Operates and manages CES storage facilities, to include geographically separated units and training sites. Reports material status of work order/job order requirements. Develops and manages a program to ensure material/tool discipline is maintained in all CE cost centers. (4%)
(9) In conjunction with Facility Manager and supervisory Production Controller, coordinates and directs periodic inspections of Real Property and Real Property Installed Equipment (RPIE) ensuring Inventory data reflects conditions, amount, type, and descriptions of all facilities and RPIE. (3%)
(10) Establishes and operates the Civil Engineering Command Control Center during normal, contingency, and emergency operations. Operates radio networks, Local Area Network (LAN) computer systems and telecommunications devices to receive and disseminate information. (3%)
(11) Establishes and maintains facility and construction folders to include records of all significant maintenance and improvements that have and have not been capitalized. Establishes and monitors the warranty/guarantee program for RPIE. (3%)
(12) Initiates, monitors, and administers contracts, within delegated authority. Acts as Contracting Officer Representative, reviews material submittals, ensures execution of Statement of Work, performs daily and closeout inspections of all work completed by contract or construction personnel.(3%)
(13) Maintains/Utilizes current federal supply catalogs, stock lists, GSA catalogs, cross reference lists, commercial manufacturer's parts lists and catalogs. Serves as the CE liaison for materials and services purchased by contract.(3%)
(14) Performs vehicle control responsibilities. Determines vehicle requirements, monitors vehicle status and training program, investigates and reports incidents. (2%)
(15) Monitors Due-In-From-Maintenance assets. Processes initial issues and turn-ins, and monitors assets listings. (2%)
(16) Coordinates training/work schedules for contractors, state and Federal employees, and Traditional Guard personnel with the Logistics Management Specialist or the Unit Training Manager in order to maximize training opportunities.(2%)
(17) Performs other duties as assigned.

GENERAL EXPERIENCE: Experience, education or training which indicates the candidate can reason in quantitative terms, communicate orally and in writing in a clear and concise manner, understanding the terminology and data pertaining to repair operations and process characteristics of the production activity.
SPECIALIZED EXPERIENCE: Must have at least 12 months experience, education or training working with people from various levels and backgrounds. Experience with a general knowledge of the functions and procedures of production control, records, references, and techniques for developing production control data. Experience assisting or maintaining workflow.
Quality of Experience: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
Military Requirements: Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS. Specific requirements are found in: references listed below, NGB Compatibility tables and your local Personnel section.
If you are using Education to qualify for this position, Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
