IRS Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.
Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to: Successful completion of at least 2 years of continuous service; Completion of at least 40 hours of interactive training; Mentorship; Demonstration of successful job performance; and Meet the qualification position standards. If selected, you will be placed in a position as a Statistician, GS-1530-5/7/9/11/12, with a career ladder promotion potential to a GS-12 in the Small Business/Self Employed Division.
WHAT IS THE SMALL BUSINESS/SELF-EMPLOYED DIVISION? The Small Business/Self-Employed (SB/SE) Division provides examinations and taxpayer education services for about 7 million small businesses and upwards of 33 millions self-employed and supplemental income taxpayers. SB/SE taxpayers generally have higher incomes than most taxpayers, need to file twice as many tax forms, and generally need to rely more on paid tax preparers and the taxpayer education outreach activities of the IRS.
WHAT DOES A STATISTICIAN DO? As a Statistician you will be responsible to design, develop, and implementing statistical projects, studies, and proposals that affect the programs and policies of the Internal Revenue Service. You will be required to provide professional assistance to senior staff members or management.
The following are the duties of this position at the Statistician GS-12. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.
As a Statistician you will:

You must first meet Recent Graduate eligibility to be considered for this position. You may then Qualify for the position based on education, experience or a combination of both. All education requirements must be completed prior to appointment/enter on duty date. You must have, within the previous 2 years, completed all educational requirements for a qualifying Associates, Bachelors, Masters, Professional, Doctorate, vocational or technical degree or Certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. Education must be completed successfully to participate in the program.
GS-05 LEVEL: A Bachelor's degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
Combination of education and experience -- courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
GS-07 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Demonstrating the technical application of statistical techniques to research data and interpretation of the results at the developmental level; assisting in assignments that cover miscellaneous duties related to the problems assigned to higher graded mathematical statisticians and analysts. Such skills are typically gained in the statistical or mathematical field or through performance of work where the primary concern was the subject matter of the statistical analysis efforts were required to facilitate the basic duties. OR
You may substitute education for specialized experience as follows: 1 year of graduate level education at an accredited college or university in a related field of study such as mathematics or statistics. OR
Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in your major field of study or those courses in your major completed in the last two years of study, or rank in the upper one third of your class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
GS-09 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience demonstrating the basic comprehension of statistical and mathematical theories and techniques that relate to experimental design, data analysis, sampling, forecasting, quality control, and operations research; basic professional knowledge of the methods and principles of mathematical statistics and their application to relevant IRS projects and studies; skill in researching and gathering pertinent data from a wide variety of sources, and presenting the data in a professional manner; ability to conduct statistical analysis and make recommendations on the results; skills in project planning techniques that can be used to plan develop and evaluate programs; experience using knowledge of systems analysis techniques and cost benefit analysis and skills in the use of statistical software packages and computer database tools. OR
You may substitute education for specialized experience as follows: Master's or equivalent graduate degree in a related field of study such as mathematics or statistics OR 2 full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in a related field of study such as mathematics or statistics.
