IRS Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. If selected, you will be placed in a position as a Operations Research Analyst, GS-1515-5/7/9/11/12/13, with a career ladder promotion potential to a GS-13 in the Wage & Investment or Small Business/Self-Employed Division.
WHAT IS THE WAGE & INVESTMENT (W&I) DIVISION? The Wage & Investment Division (W&I) serves about 122 million taxpayers who file upwards of 94 million returns each year. Key W&I objectives are to provide high-quality taxpayer assistance, and to enable taxpayers to transact and communicate electronically to file their returns, make payments and receive assistance. W&I partners with private organizations to provide assistance to such disadvantaged groups as elderly and low-income taxpayers.
WHAT IS THE SMALL BUSINESS/SELF-EMPLOYED (SB/SE) DIVISION? The Small Business/Self-Employed (SB/SE) Division provides examinations and taxpayer education services for about 7 million small businesses and upwards of 33 millions self-employed and supplemental income taxpayers. SB/SE taxpayers generally have higher incomes than most taxpayers, need to file twice as many tax forms, and generally need to rely more on paid tax preparers and the taxpayer education outreach activities of the IRS.
WHAT DOES A OPERATIONS RESEARCH ANALYST DO? As an Operations Research Analyst you will be responsible for developing operations research studies and projects dealing with activities that affect programs and policies. In this position, you will give emphasis to developmental research, as distinct from the types of research to be performed by the functions that focus on operational problems of shorter duration. In addition, you will serve as a specialist and team leader on study teams, with responsibility for any of the major phases of a complex study of broad and varied operations or programs.
The following are the duties of this position at the Operations Research Analyst, GS-13. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.
As a Operations Research Analyst you will:
In order to successfully complete the Recent Graduates Program, you must complete 1 year in the position, a minimum of at least 40 hours of interactive training, and demonstration of successful job performance. If for any reason you do not successfully complete the program you will be returned to the previous grade of the same or similar position you previously held within IRS prior to being selected for the Recent Graduates Program.
You must first meet Recent Graduate eligibility to be considered for this position. You may then Qualify for the position based on education, experience or a combination of both. All education requirements must be completed prior to appointment/enter on duty date. You must have, within the previous 2 years, completed all educational requirements for a qualifying Associates, Bachelors, Masters, Professional, Doctorate, vocational or technical degree or Certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. Education must be completed successfully to participate in the program.
BASIC REQUIREMENTS ( ALL GRADES)
You must have a Bachelor's degree from an accredited college or university in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to the above, you must meet the requirements described below:
GS-5 LEVEL: Basic requirements as described above
GS-7 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: experience applying mathematical methods and scientific principles to assist other analysts; experience using multivariate techniques and mathematical, simulation economics, econometric and statistical operations research techniques to use in projects; experience in researching and gathering pertinent data from a variety of sources, and using it to analyze routine projects; experience applying the provisions of the Internal Revenue Code applicable to assigned subject matter projects and of the meaning of the data secured from tax returns; experience working with user-oriented computer programming languages and statistical software packages. OR You may substitute education for specialized experience as follows: One year of graduate level education at an accredited college or university in operations research, mathematics, probability, statistics, management science, economics, mathematical logic, science, engineering or related field. OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
GS-9 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: experience applying mathematical methods and scientific principles when conducting operations research projects. The assignments must have shown completion of the following, or the equivalent: Experience utilizing and applying mathematical methods and scientific principles to accomplish studies and utilize mathematical models; Conducting research and gathering pertinent data from a wide variety of sources. OR You may substitute education for specialized experience as follows: a master’s or equivalent graduate degree in a field of study such as: operations research; or a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence as described in the basic requirements. OR 2 full years of progressively higher level graduate education leading to a master’s or equivalent graduate degree in a field of study such as: operations research; or a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence as described in the basic requirements.
For Grades 5 through 9 You may qualify with a combination of qualifying education and experience. Options for qualifying based on a combination will be identified in the online questions.
In addition to the above you must have, within the previous 2 years, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application.

EDUCATION DOCUMENTATION
