Status Candidates (Merit Promotion, VEOA, Special Hiring Authorities, ICTAP/CTAP)
This position is located in the Acquisition Operations Branch (AOB), Acquisition Management Division, Bureau of Safety and Environmental Enforcement (BSEE). The AOB is responsible for delivering a high level of customer satisfaction by providing a full spectrum of acquisition services for BSEE and the Bureau of Ocean Energy Management (BOEM). The AOB purchases a wide variety of supplies and services including Information Technology, Environmental Studies, and many other commodities necessary to carry out the organizations’ missions.
At the full performance level GS-13 the major duties of this position include, but are not limited to the following:
Salary Range Information: GS-11 $69,581 – $90,461 per year; GS-12 $83,398 – $108,422 per year; GS-13 $99,172 – $128,920 per year. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position.
BSEE determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.
Basic Requirements for the GS-11 through GS-12 Levels:
You must meet one of the following requirements to qualify for this position at the GS-11 through GS-12 levels:
A. A 4-year course of study leading to a bachelor's degree with a major in any field; OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
Basic Requirements for GS-13:
You must meet the following requirements to qualify for this position at the GS-13 level:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions (listed below), including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND
B. A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
