Serves as the recognized consultant and expert on GSA structural engineering practices, systems, design, construction and renovation projects and programs regarding new, existing, special use, leased buildings and large campuses. Provides leadership and expert advice to Regional Office personnel and contract architect-engineers regarding highly specialized structural engineering systems; based upon policy, legislation and Executive directive. Further, assists Central Office in evaluating new approaches, PBS Standards, policies on Blast, Seismic and Progressive Collapse, and participates in the waiver process the GSA Regions submit for building projects of major size and complexity. Reviews or directs review of structural design drawings, specifications and estimates prepared by consulting firms. Develops or directs development of unique methods and techniques for the solution of structural engineering problems which are unique to major construction and repair and alterations work in existing buildings or facilities. Provides expertise and guidance to project and facilities management, contract architects and engineers in resolving problems/issues encountered during design or construction phases of projects where complex or unusual problems have arisen in applying new concepts to total building design. Makes or directs field investigations of sites of proposed projects of new construction, those of proposed major alterations or extensions and of projects under construction to secure data on existing conditions on which to base further structural engineering determinations to be used in plans, estimates, and specifications. Develops or directs development of specifications and standards criteria for the capital development program and provides required technical support. Directs building evaluation, special and emergency survey of buildings and prepare survey reports and feasibility studies as required. Serves as a leader representing state of the industry structural engineering practices requiring exceptional communication and organizational skills. Conducts briefings, discussions, and negotiations with high level agency representatives, GSA management, contract architects, construction firms, external stakeholders and other Government agencies to resolve controversies, promote innovative approaches, and develop consensus. Negotiations frequently involve major structures having unique problems or requiring unusual treatment. Prepares or directs the preparation of technical reports and recommendations regarding various phases of the work associated with structural engineering activities.

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-13 grade level in the Federal service.
SPECIALIZED EXPERIENCE:
In order to qualify at the GS-14 level, you must meet the basic qualifications requirements identified above and possess the following: Applicant must have one year of specialized experience equivalent to the GS-13 in the federal service. Specialized experience is defined as experience in the design and construction of large project(s) usually totaling $100 million at any one time where the individual has coordinated the activities of architects, engineers, tenant agencies and construction contractors. Such experience should include direction of all or large phases of a project, including planning, pre-design, Architect/Engineer selection, site selection, and all design efforts; and reviewing operations to evaluate progress and compliance with design requirement
