The Lead Application Developer provides hands-on oversight to the development practices of the United States Agency for Global Media (USAGM) and the Voice of America (VOA). The incumbent will develop new innovative solutions for the 45 plus language services to deliver news to their respective regions of the globe and work on the day to day development, management, integration, and updates to the VOA digital products.

Duties include, but are not limited to:
-Function as part of a program team to assist in and/or implement all aspects of the software development lifecycle; requirements generation, design, code, verification and test, and maintenance,
-Work with journalists, broadcasters, digital strategists, and other users to understand their needs, develop technical requirements, advocate that vision of the software team, and design, develop and maintain software that delivers innovation and seamlessly integrates with the existing system.
-Design, Code, and debug software components and subcomponents/modules to support development of the user interface, Web, mobile, IoT, and social distribution platforms.
-Provides expert consultation on agile development for VOA digital products and connecting mobile, social,, and desktop applications.
-Provides expert consultation on open-source software development, DevOps, and continuous integration and continuous delivery, and cloud platform and infrastructure solutions (PaaS, IaaS).
-Ensures automated testing through the use of continuous integration pipeline and Test Driven Development and Behavior Driven Development.
