WHAT DOES A HUMAN RESOURCES SPECIALIST (HR DEVELOPMENT) DO? As a Human Resources Specialist, you will serve as a consultant and advisor to management on identifying training gaps and performance improvement needs. In this role, you will be responsible for developing programs to align learning and development needs with business objectives and evaluating employee training to ensure individual and business needs are being met. You will be required to perform extensive analysis on complex employee development duties affected by the requirements of the workforce.

GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Basic human resources development (HRD), practices, laws, regulations, policies, and precedents to provide HRD management advisory, and technical services on non-controversial factual, procedural, and/or recurring issues relating to learning and employee development; Basic knowledge of instructional design principles and the processes used in designing and delivering learning products to assist other specialists in developing routine training material; Knowledge of and basic skill in applying principles, practices and elementary techniques of education, adult learning theory, and employee development to assess, define and meet individual learning needs; Knowledge of and skill in applying basic analytical methods and diagnostic techniques to identify HRD and non-HRD interventions to address routine HR problems and issues; Experience using knowledge of oral communication techniques to present findings and recommendations and knowledge of written communication techniques to draft and/or prepare in final form project papers, and training material; OR Master’s or equivalent graduate degree in a related field of study; OR 2 full years of progressively higher level graduate education leading to Master’s or equivalent graduate degree in a related field of study.
