This position is located in the OSHA Salt Lake Technical Center, Directorate of Technical Support and Emergency Management, in Sandy, Utah. The incumbent supervises the activities of the Industrial Hygiene Chemistry Division, and provides recruitment, training, and retention of analysts and direct supervision of daily operations related to analysis of samples received from the field, and in setting performance standards and appraising performance of supervisors responsible for the analysis of field samples. The incumbent makes recommendations for the procurement of laboratory equipment and supplies to the Division Director, assures daily sample processing and related operations are performed smoothly and efficiently, resolves problems that hamper efficient sample throughput, and releases analytical results to field offices. Oversees the implementation of quality assurance policies in daily operations, tracks and monitors daily activities of the Division, and establishes short and long range goals for the Division related to operations. Assists in preparing and monitoring budget plans and project plans. Assists the Division Director in establishing policies and procedures to enhance the effectiveness of Division activities. Using detailed and professional knowledge of Industrial Hygiene Chemistry and the requirements of OSHA field activities for chemistry support, provides professional technical advice and assistance to OSHA industrial hygienists and management from all regions, other OSHA Programs, State Programs, trade associations, labor organizations, foreign governments, and nationwide industrial concerns, regarding sampling and analytical methodology used by OSHA. Writes and reviews summaries, reports, analyses and position papers on a variety of topics for the Salt Lake Technical Center, the Directorate for Technical Support and Emergency Management, and the Agency.

Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

In addition to meeting the basic entry qualification requirements, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is professional practice of industrial hygiene chemistry yielding detailed knowledge of the field and an understanding of the OSHA field activity requirements for chemistry support; Successful experience with ISO/IEC 17025 laboratory quality systems; Successful experience in defining and carrying out complex technical projects as part of a multi-disciplinary team; Successful experience in designing and completing projects related to analytical chemistry method development; Successful experience in communicating complex technical requirements to OSHA field activities; Successful experience in problem solving related to team efforts and technical subjects.
