This position is located in the Albuquerque Area Office (AAO). At the full performance level, the incumbent develops engineering designs, drawings, and specifications for facility maintenance, capital improvements, and construction projects related to water resources infrastructure. Other duties include:
- Projects involving design of hydraulic structures, water treatment and distribution systems, erosion control, environmental restoration, bridges, and pipelines.
- Engineering analysis to evaluate the condition and performance of facilities and systems.
- Preparing reports of findings and recommending actions to improve operation and function of facilities.
- Performing fieldwork including construction oversight, data collection, and facility inspections.
- Performing occasional laboratory work, such as soils and water quality analysis.
- Preparing reports of findings and their implications in the context of planned and ongoing projects.
- Representing the Office in contact with other agencies and the public, working cooperatively to solve technical issues, while retaining focus on ensuring that Reclamation’s interests and mission are adequately preserved.
- Supplemental project tasks, such as contract administration, writing statements of work, developing labor hour estimates, performing project management tasks, and conducting programmatic planning activities.

Eligibility:
Applicants must be recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Promotion:
If the position is filled at the GS-07 or GS-09 grade level, subsequent promotion to the next higher grade level is permissible without further competition. Promotion is not guaranteed or promised but dependent upon administrative approval and the agency’s continuing need for an actual assignment and performance at the higher level duties.
Conversion:
After successful completion of all program requirements, the Recent Graduates MAY be converted to a permanent or term position in the competitive service but conversion is neither guaranteed or promised.
To be eligible for conversion, Recent Graduates must:
--Successfully complete at least 1-year of continuous service in addition to all requirements of the Program.
--Demonstrate successful job performance.
--Meet the Office of Personnel Management’s qualifications for the position to which the Recent Graduate may be converted; and
--Be recommended for conversion by their supervisor.

To qualify for this position, you must:

- possess any additional specialized experience and/or education requirements for that grade
- meet the Pathways Recent Graduate Program eligibility requirements
Basic Education Requirement:
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
Combination of education and experience- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Specialized Experience: Specialized experience must demonstrate the applicant has been equipped with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is directly related to the work to be performed.
To qualify for the GS-7 applicants must have at least one year of specialized experience (described below) equivalent in difficulty and complexity to the GS-5 level in the Federal service. Specialized experience can be further defined as experience specific to civil engineering, including one or more of the following topics: structures, geotechnical, hydraulics, hydrology, or construction. OR experience can be substituted with one year graduate-level education or meeting the superior academic achievement (S.A.A.) provisions. S.A.A. is based on the applicant's bachelor's degree from an accredited college or university with a qualifying (1) class standing, (2) grade-point average, or (3) honor society membership. To qualify for the GS-9 applicants must have at least one year of specialized experience (described below) equivalent in difficulty and complexity to the GS-7 level in the Federal service. Specialized experience can be further defined as experience in which engineering duties focused predominantly on civil engineering work. Experience is required in two or more of the following subjects: bridges, foundations, municipal or irrigation water distribution systems, canals, dams, erosion control, hydraulic structures. OR experience can be substituted with two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree*.
NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable.
*Completion of graduate level education in the amounts stated above, in addition to meeting the basic requirements, is qualifying if it provided the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study.
