At the full performance GS-12 level, the incumbent serves as a Physical Scientist (HAZMAT).
-Interprets and provides guidance to all Regional and Area Offices and facilities regarding local, State, and Federal hazardous materials rules and regulations.
-Develops design data and/or specifications for contracts to clean up and/or dispose of all hazardous waste generated by or discovered on Reclamation lands and facilities.
-Serves as site manager for hazardous waste investigations and cleanups as assigned, provides technical supervision to hazardous waste workers on site, and coordinates these efforts with appropriate Area Office and Regional Office personnel.
-Ensures that all Regional and Area Office facilities comply with Reclamation's hazardous materials management program by performing on-site audits and periodic reviews and assisting in the preparation of key documents.
-Serves as the Regional Hazardous Materials Coordinator. Coordinates quarterly conference calls with audited Offices to monitor/track audit findings status and provide technical guidance. Organizes a yearly meeting with all Area Offices HazMat Coordinators to discuss audit findings and best practices. Participates in the monthly HazMat Coordinator’s call organized by the Policy and Administration Office in representation of MP-150. Coordinates with team members and other Regional HazMat Coordinators the review/update/standardization of HazMat related documents as requested by the Policy and Administration Office. Coordinates the update of databases with Area Offices and other team members and ensure that the updates are reported on established cycles (e.g. quarterly, annually). Prepares a yearly report summarizing activities developed by the HazMat Team.
-Provides input for preparation of Regional and Area Office budgets and programs to ensure that funding is requested and justified for hazardous materials management.
-Performs Phase I and Phase II Environmental Site Assessments (ESAs) in accordance with the Code of Federal Regulations 40 CFR Part 312 and the American Society for Testing and Materials (ASTM) standards on Reclamation land transactions. Reviews and signs ESAs as the environmental professional for the Division.

Time-in-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Selective Placement Factor: This position requires the ability to become licensed, certified, or registered by an appropriate Federal, State, or local agency, in order for the employee to perform and certify environmental inquiries. The incumbent is required to meet the 40 CFR Part 312 definition of "Environmental Professional." Specifically, the incumbent must possess one of the following qualifications: 1) Hold a current Professional Engineer (PE) or Professional Geologist (PG) license or registration from a State, Tribe, or US territory and have the equivalent of three (3) years of full-time relevant experience; OR 2) Be licensed or certified by the Federal government, a State, Tribe, or US territory to perform environmental inquiries as defined in 40 CFR 312.21 and have the equivalent of three (3) years of full-time relevant experience; OR 3) Have a baccalaureate or higher degree from an accredited institution of higher education in science or engineering and the equivalent of five (5) years of full-time relevant experience; or have the equivalent of ten (10) years of full-time relevant experience. You must provide proof of having satisfied one of the above requirements to be considered for this position.
Minimum Education Requirement: A. A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR B. A combination of education and experience with courses equivalent to a major, as shown above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience of additional education.
Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
In addition to meeting Basic Education and the Special Placement Factor, applicants must have specialized experience or additional education as defined below:
GS-12: One year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the Federal service.

GS-12: Professional experience identifying and evaluating hazardous materials issues and problems; serving as a project manager or study team leader for projects and investigations in the areas of hazardous waste and environmental compliance; interpreting and providing guidance on hazardous materials rules and regulations; preparing environmental documentation for hazardous waste activities. These examples are not all inclusive.
Experience that would not normally be part of an applicant's position may be creditable when documented by satisfactory evidence (e.g., a memorandum from the manager or human resources director, SF-52, or similar documentation).

-Frequent lifting, carrying, and handling of items weighing up to 50 pounds is required.
