What is Procedure and Administration? The Office of the Associate Chief Counsel (Procedure and Administration) provides legal advice and litigation support services on tax matters involving the procedural aspects of filing returns and paying taxes; information reporting; assessment and collection of taxes (including interest and penalties); abating, crediting or refunding over-assessments or overpayments of tax; whistleblower matters; disclosure, privacy and the Freedom of Information Act; bankruptcy practice and procedure; summonses and the gathering of information; ethics; the Administrative Procedure Act; Foreign Bank Account Reporting; user fees; and judicial practice and procedures.
The management analyst is located in the Legal Processing Division. The following are the duties of this position at the GS-11. As a GS-9, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
In addition to the above requirements, you must meet the following, if applicable:
GS-09: You must have been at the GS-07 level for 52 weeks. (time-in-grade requirement)
You must meet the following requirements by the closing date of this announcement:
GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for this position includes: Assisting in identifying and analyzing problems, procedures, and methodology; assisting in using qualitative data and analytical tools in problem solving and fact-finding to determine compliance with regulations, procedures, and sound management practices. This level of work typically involves following established methods and procedures or detailed instructions; using some judgment in applying analytical techniques; solving minor problems and making routine decisions;
OR You may substitute education for specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
