The selectee will serve as a Human Resources Specialist in the Operations Branch of the Human Capital Management Office (HCMO). The HCMO is responsible for the administration and management of human resources programs, operations policies and services for the Federal Trade Commission (FTC). The HCMO also provides a wide range of technical advice and guidance to manager, supervisors, employees and customers of the FTC.

GS-12 Level: You must have one year of specialized experience at the GS-11 level performing the following types of tasks: Providing solutions to staffing, recruitment, classification, and position management problems or issues; performing a variety of human resources operations activities (e.g., position classification and position management reviews, development of staffing strategies, job opportunity announcements, assessment tools, and certificates of eligibles); AND performing qualification determinations, veterans’ preference adjudications, regulatory compliance reviews of personnel actions, and pay-setting decisions.
GS-13 Level: You must have one year of specialized experience at the GS-12 level performing the following types of tasks: Performing a variety of human resources operations activities (e.g., position classification and position management reviews, development of staffing strategies, job opportunity announcements, assessment tools, and certificates of eligibles); performing qualification determinations, veterans’ preference adjudications, regulatory compliance reviews of personnel actions, and pay-setting decisions; serving as an HR advisor and consultant for R&P programs; advising on staffing methods for recruitment actions; serves as a subject matter expert in competitive & noncompetitive hiring as well as special hiring authorities; AND researching regulations/directives and resolves complex and/or controversial HR issues
