WHAT DOES AN OFFER IN COMPROMISE EXAMINER DO? As an Offer-in-Compromise Examiner you will be responsible for investigating the more complex Offers-in Compromises cases submitted by taxpayers and/or business entities or other proponents to satisfy tax liabilities. Investigations are conducted to ascertain net worth and financial condition, as well as to uncover hidden assets to determine the appropriate resolution for taxpayers and/or business entities. In this position, you will execute all procedures and processes consistent with the protection of taxpayer rights afforded by law and in a manner that ensures the honesty and integrity of the service by educating and promoting voluntary compliance in accordance with the tax laws and regulations.

You must meet the following requirements by the closing date of this announcement.
GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in Federal service. Specialized experience for this position includes: Experience using the Internal Revenue Code and references to precedent tax rulings and laws; Experience with standard accounting and financial analysis techniques to examine taxpayer and/or business entity financial information and make determinations; Using collection techniques, investigative and analytical techniques and methods to make determinations on taxpayers and/or business entities; Utilized various collection tools and locator sources to investigate and locate virtual taxpayers and/or business entities and their assets; Experience using interest-based negotiation techniques to secure information and arrive at acceptable terms; Using available on-line systems, research materials, technology, and tools to resolve case inquiries (e.g., large business corporate entities, partnerships, Limited Liability Corporations, estates, trusts and decedents). Experience with communication techniques to effectively discuss investigative outcomes with taxpayers and/or business entities.
-The experience may have been gained in the public sector, private sector or VolunteerService. One year of experience refers to full-time work; part- time work is considered on a prorated basis.

Land Management Workforce Flexibility Act (LMWFA) Eligibles: If you are a current or former land management agency appointee – you must provide documentation to verify eligibility as follows: a) A copy of your SF-50, Notification of Personnel Action, that reflects having initially been hired under competitive examining procedures to a time limited (temporary/term) appointment; b) A copy of SF-50(s), Notification of Personnel Action(s), that reflect having served under one or more time-limited (temporary/term) appointments by a land management agency for a period totaling more than 24 months without a break in service of two or more years; and c) A copy of your Performance Appraisal Plan and/or Supervisor Memorandum that reflects having performed at an acceptable level during each period of service.
