As an IT Specialist (INFOSEC), GS-2210-11, you will manage the COMSEC account for the Wing/Base and subordinate units. Manage the AFEKMS program for the Wing/Base. Prepare Emergency Action Plans (EAP's) Operating instruction to ensure that the EAPs can be implemented immediately. Serve as the Base Computer Security (COMPUSEC) Manager. Use state of the art information security software and hardware tools to gather information and manage security on assigned telecommunication networks and in the Wing/Base "firewall" or "Barrier Reef" software and hardware. Manage the Information Protection Assurance Assessment & Assistance Program (IPAAP) (IAAP) for the wing, tenants, and GSUs. Manage, develop, and conduct the base computer Information Assurance Awareness Program. Serve as the Telecommunications Monitoring and Assessment Program (TMAP) Manager. Manage the Base Emissions Security (EMSEC) program. Establish, maintain, and exercise Information Condition (INFOCON) adjustment plans and procedures, to ensure mission critical systems capabilities are maintained, and sustained. Serve as the central focal point for all Time Compliance Network Orders (TCNO) system vulnerability alerts. Assist users in determining equipment requirements to prescreen and determine if proposed system meets current COMPUSEC requirements, to include future expansion, and comply with the AF computer security standards. Provide technical oversight, guidance, and direction to lower graded personnel. Consult with and provide advice to planning and implementation (P&I) function on relevant issues. Prepare and maintain files and publications IAW current directives to include both paper and electronic media. Perform other duties as assigned.

Category 2: Qualified, currently employed Title 32 Federal Technicians of the Pennsylvania National Guard. (Army and/or Air).
Category 3: Qualified, currently employed Federal Employees (T5) or Federal Technicians (T32) within the Pennsylvania National Guard (Army and/or Air).
Category 4: Qualified, current members of the Pennsylvania National Guard. (Army and/or Air).
Category 5: Individuals who are currently serving in another branch of service willing to become members of the Pennsylvania National Guard.
INDEFINITE: Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. These actions may result in the employee having to return to their prior Permanent Position when changes to the manning occur. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice.

GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.
- In-depth knowledge of a wide range of telecommunications and Information Technology security, techniques, requirements, methods, sources and procedures for the following programs: Computer Security (COMPUSEC); network security, communications security (COMSEC), Electronic Key Management System (AFEKMS), Emissions Security (EMSEC), Secure Voice Device systems, FORTEZZA security, and Information Assurance Awareness Program.
- Knowledge of concepts, principles, methods, and practices in the information systems security to design, develop, implement, and maintain secure systems and services, assess the effectiveness of current systems security and services, evaluate the feasibility of new systems security and services, and provide advice and guidance on complex issues.
- Knowledge of information systems security principles and methods to design, develop, implement, and manage systems, networks, and data that ensure confidentiality, integrity, and availability.
- Knowledge of methods for evaluating, implementing, and disseminating information systems security tools and procedures to ensure, protect, and restore information security systems and network services and capabilities.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

Substitution of Education for Specialized Experience:
At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
Major study-computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
