Through its Divisions, OWCP administers four complex workers' compensation programs responsible for millions of dollars in medical benefit payments for injured workers, as well as loss and other payments. The programs are the Division of Federal Employees' Compensation (DFEC), the Division of Longshore and Harbor Workers' Compensation (DLHWC), the Division of Coal Mine Workers' Compensation (DCMWC or Black Lung), and the Division of Energy Employees Occupational Illness Compensation (DEEOIC or Energy).

The Supervisory Payment Systems Officer has responsibility for ensuring the medical bill processing of the OWCP programs. This includes, but is not limited to, the processing of bills, registration of medical providers, arrangements for responding to claimant and provider inquiries, system performance reporting, and provisions for auditing the system.
The Supervisory Payment Systems Officer directs the full operation of the OWCP Central Bill Processing system. Works with the Chief Medical Officer, the Contracting Officer’s Representative (COR) and program liaisons to ensure all requisite requirements have been met. Works with an implementation manager to transition operation from the current system to a new system. Maintains and oversees a schedule of required actions to meet implementation goals for all OWCP Programs.
In conjunction with the Chief Medical Officer, plans and develops policies and procedures for the entire OWCP Central Bill Processing system under a single contract or group of contracts, as well as special procedural and policy needs of the individual programs. Establishes short and long term objectives for the system. Recommends revision of policies and procedures for the individual OWCP programs whenever new requirements are identified and feedback received from the programs.
Reviews and evaluates performances of the overall system, working with the COR and program liaisons. Monitors actively through use of performance reports and various means feedback from the programs and public. Conducts regularly scheduled meetings to review performance and provides regular performance reports to OWCP management. Leads regular governance meetings with the contractor and lead representatives of the OWCP programs. Evaluates the use of OWCP resources used for central medical bill processing and makes recommendations to OWCP and Program management when changes are needed.
Addresses overall system problems as they are identified, with an eye to ensuring solutions that work for all users of the system.
Develops appropriate lines of communications between the programs, contractor and district offices and facilitates the flow of information from and through all parties. Ensures that agreed upon changes are made and evaluated. Conducts site visits as may be needed to review the medical bill processing operations and make recommendations for process improvements.
Provides day to day technical guidance on contractor work and resources for the CBP.
Supervises a staff of Federal professional and nonprofessional employees. Establishes performance standards appraisals; reviews and approves timesheets and requests for leave so as to maintain the proper working efficiency of the Branch. Resolves conflicts which arise and implements suitable corrective actions.
Arranges appropriate training to maintain and improve the capabilities of the Branch staff.
Oversee the Chief Medical Officer with responsibility for policy development, coordination, and implementation of the OWCP wide medical program; and the direction of medical doctors providing medical opinions on cases. Ensures consistency with program specific laws and regulations and OWCP wide standards.
