The Supervisory Health Systems Specialist, located in the Department of Veterans Affairs, Office of Inspector General, Office of Healthcare Inspections, will be responsible for establishing and managing a nationwide program of quality assurance and patient care inspection and oversight activities covering the broad scope of Veterans Health Administration quality assurance and patient care activities at the Headquarters level, the Veterans Health Administration regions, and more than 300 Veterans Health Administration healthcare facilities.
As a Supervisory Health Systems Specialist, you will:
Manage a nationwide program of quality assurance and patient care inspection and oversight activities covering the broad scope of Veterans Health Administration quality assurance and patient care activities.
Share full responsibility with the Director to plan, direct, organize, and manage program with scope that supports agency programs that provide a variety of investigative, auditing, and health care services oversight for nationwide Veterans services and programs with intense Congressional oversight and interest.
Provide expert support in quality assurance and patient care issues to OIG regional and central office audit and investigations employees in order to improve the OIG's coverage of quality assurance and patient care activities.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
• Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic Government administrative policies and requirements;
• Practical assignments providing an opportunity to apply a broad range of quality assurance and health care program inspections and evaluation skills. (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
• Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
