The junior application developer provides hands-on application development for the Voice of America (VOA). The developer will work on the day-to-day development, management, integration, and updates to the VOA digital products. The incumbent performs developmental assignments under closer than normal supervision. Assignments become progressively more difficult until the full-performance level (GS-12) is reached.

Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution; veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.
At the GS-9 level, the junior application developer performs developmental assignments under closer than normal supervision. Assignments are selected to broaden analytical ability and skills. Duties will include:
Working with journalists, broadcasters, digital strategists, and other users to understand their needs, develop technical requirements, advocate that vision to the software team, and design, develop and maintain software that delivers innovation and seamlessly integrates with the existing system.
Designing and generating code following the data governance, software coding and design standards, applicable vendor's literature, and established practices that are consistent with the overall system architecture.
Designing, coding, and debugging software components and subcomponents/modules to support development of the user interface, Web, mobile, IoT, and social distribution platforms.
Follow a test driven development (TDD) and behavior driven development (BDD) approach writing automated tests. Verify and test all generated software and maintain code and documentation in the VOA code repository.
Performing other related assignments that are selected to broaden analytical ability, skills and IT project and program management.

The successful applicant is placed on a one-year Excepted Service appointment and receives training and professional development, completes an Individual Development Plan (IDP), and is assigned a mentor. Under the formal training program, applicant will be provided a mentor and execute an Individual Development Plan outlining training requirements and program expectations. Participant who successfully completes the program may be converted to term or permanent positions, however, conversion is not mandatory or guaranteed. After program completion, recent graduate MAY be converted to a permanent position or to a term position.

Be a United States citizen;
Have successfully completed at least one-year of continuous service in addition to all requirements of the Program.
