Responsibilities Includes:
GS-12 DUTIES:
• Serves as a Project Security Coordinator and technical expert responsible for conducting the necessary planning, coordination and execution of project security requirements for all AOC projects.
• Advises AOC managers and jurisdictions on required security measures and protocols for all facility projects within the Capitol Complex and associated sites.
• Develops and coordinates project security standards with the United States Capitol Police (USCP), House and Senate Sergeants at Arms and AOC’s Planning and Project Management Office. Represents AOC and OSP on the Construction Project Security Standards Working Group and provides input to other project security-related working groups as needed. Develops standards, information packages and training to inform AOC personnel on project security requirements.
• Works in coordination with the Project Managers and USCP to develop and track over time cost budgets for projects related to established security requirements and memorandum of understanding (MOU).
• Advises on all matters concerning project security requirements and develops procedures and standards for project security within the Capitol Complex and associated sites. Represents the office with authority on project security matters.
• Must follow all relevant safety rules, regulations and standard operating procedures. Must comply with all OSHA safety rules and regulations to ensure the work progresses in a safe manner.
• Performs other related duties as assigned.
GS-13 DUTIES:
• Provide oversight and administers all aspects of the performance in the area of project security, including developing or updating project security standards.
• Serves as an expert and advisor to AOC and clients on project security requirements and implementation. Functions require extensive coordination with AOC jurisdictions, United States Capitol Police (USCP) and Sergeants at Arms for House and Senate to discuss program concepts and details, changes in requirements or controversial matters relating to the Program. Makes decisions and commitments within assigned mission responsibility.
• Initiates and/or serves as principal agency representative for project security at internal and external meetings. Develops oral and written presentations when needed.
• Performs other duties as assigned.
Must have or be able to obtain and maintain a Top Secret Security clearance.

Specialized experience for the GS-12 includes one year of specialized experience at least equivalent to the GS-11. Specialized experience includes: (1) Applying a wide range of security and resilience policies, procedures, concepts, principles and practices to review, analyze and resolve difficult and complex security problems; (2) Conducting classes and briefings for individuals and groups on operational security topics; (3) Contributing to an organization's security education or training program; and (4) Performing inspections, developing inspection reports and following-up on status of corrective actions.
The ideal candidate is self-motivated, has demonstrated knowledge and expertise involving organization and/or government security, and possesses sound security management fundamentals. The ideal candidate has strong analytical, writing and communication skills and can manage projects and work cooperatively with stakeholders to improve security programs.
