As a Contract Specialist, GS-1102-09, you will:
Plan acquisitions for standard or specialized services, commodities and/or construction contracts where specifications are standardized within established competitive markets, and where price competition exists.
Review requisition package for adequacy and completeness of description, consistency, and compliance with administrative, regulatory, and procedural requirements.
Monitor contract performance and performs contract administration.
Review completed official contract file to determine that all contractual actions are satisfied, there are no pending administrative actions to be resolved, all file documents are signed, there are no litigation actions pending, and the contract is complete in every respect and ready to be closed.Required
Perform detailed analysis of responses to solicitations, including price reasonableness, requests for pre-award surveys, adequacy of competition, compliance with solicitation, and probability of meeting requirements.
Determine appropriate contract type and method of procurement based on the nature of service required, urgency of need, estimated cost, market conditions, and applicable procurement policies and regulations.
Analyze allowable costs in accordance with well-established methods and guidelines.
Perform other duties as assigned.
Basic Education Requirements:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
AND
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)
Per the Defense Acquisition Workforce Improvement Act (DAWIA), November 1990, with NDAA inclusions, the following notes are provided:
1. The education requirements listed above apply to individuals who initially entered -or- will enter the National Guard (NG) Title 5 Excepted Service Contracting Program, Series GS-1102, positions, on/or after October 1, 2000.
2. Current National Guard (NG) Title 5 Excepted Service Contracting Program, Series GS-1102 employees who occupied GS-1102 positions with authority to award or administer contracts, above the simplified acquisition threshold on/or before September 30, 2000, are exempt from meeting this education requirement.
If using education to qualify these are the additional requirements:
Two full academic years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D.
Undergraduate Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements for many positions covered by this standard. Others have individual occupational requirements that specify that applicants must, in general, (1) have specific course work that meets the requirements for a major in a particular field(s), or (2) have at least 24 semester hours of course work in the field(s) identified. Course work in fields closely related to those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours.
Superior Academic Achievement: The superior academic achievement provision is applicable to all occupations covered by this standard. See the "General Policies and Instructions" for specific guidance on applying the superior academic achievement provision.
Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Knowledge of commercial business practices and market conditions that relate to the technical and program requirement to assist customers in developing requirements and to evaluate proposal responsiveness, contractor responsibility, and contractor performance.
Knowledge of formal advertising sufficient to solicit proposals to procure a variety of requirements ranging from standard to specialized services, commodities, or construction.
Knowledge of contract price/cost analysis techniques sufficient to perform basic analysis for firm fixed-price or similar contracts, when historical pricing data and precedents are applicable.
Knowledge of contract negotiation techniques sufficient to negotiate or administer contracts where the contracting actions are well-defined and well-precedented.
Knowledge of report writing techniques to present factual information clearly, write procurement memoranda, and draft contract provisions and supporting documentation.
