The incumbent serves as the Chief, Engineering Service at the SFVAHCS. The Chief Engineer is responsible for the planning, organizing, directing, evaluating, and management process for Service Line programs that include setting qualitative and quantitative standards. He/she develops and provides the Executive Leadership Team and the clinical staff information on the methods, techniques, and procedures necessary to integrate Engineering Service programs into the mission of the Medical Center.

This position reports to the Associate Medical Center Director who sets broad overall goals for Engineering Service. The Chief Engineer has final decision-making authority, responsibility and accountability on issues affecting Engineering Service. He/she collaborates with operations and program managers to ensure integrated goals and priorities for the Service are met. He/she also works closely with peers in other Services to meet their needs as internal customers and the needs of external customers as well. Incumbent is knowledgeable of overall VISN and Health Care System goals, missions, and priorities to assure a positive impact on other programs and resources.
The incumbent determines organizational changes in key positions within the Service; ensures internal personnel-related programs are dealt with in a timely and efficient manner; communicates agency and local policies and priorities to all employees within the Service; delegates to each unit supervisor the authority and responsibility to carry out assigned tasks; follows progress of each and recommends improvements to be made where warranted; ensures labor/management relations are maintained in accordance with Health Care System policy and procedures and that other requirements such as effective use of performance standards, EEO policies, and other personnel-related rules and regulations are effectively enforced.
The incumbent, as the top advisor on facility, maintenance, and biomedical concerns, is inherently involved with the total Health Care System mission. He/she serves on standing committees of the facility. The incumbent is called upon to occasionally serve as Acting Associate Director. He/she also contributes to the resolution of a wide variety of facility problems since his/her activities take him/her throughout the physical plant. He/she is involved with long and short-range planning, establishing policy, and budgeting for the Health Care System, as well as for the Engineering, Maintenance, and Biomedical programs.

The San Francisco VA Health Care System (SFVAHCS) is a major tertiary care referral system comprised of 9 locations (one hospital-based division, a network of six community based outpatient clinics (CBOCs), an administrative campus and a research campus).
