WHAT DOES AN OFFER IN COMPROMISE EXAMINER DO? As an Offer in Compromise Examiner you will be responsible for investigating offers-in-compromise submitted by taxpayers or their representatives to satisfy tax liabilities. Investigations are conducted to ascertain the taxpayer's net worth and financial condition, as well as to uncover hidden assets in order to determine the appropriate resolution. In this position, you will execute all procedures and processes consistent with the protection of taxpayer rights afforded by law and in a manner that ensures the honesty and integrity of the service by educating and promoting voluntary compliance in accordance with the tax laws and regulations.

You must meet the following requirements by the closing date of this announcement.
GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in Federal service. Specialized experience for this position includes: demonstrating Knowledge of the Internal Revenue Code and references to precedent tax rulings and laws; Knowledge of standard accounting and financial analysis techniques to examine financial information and make determinations; Knowledge of collection techniques, investigative and analytical techniques and methods; Knowledge of the various tools and locator sources used to investigate and locate virtual taxpayers and their assets; Knowledge of interest-based negotiation techniques to secure information and arrive at acceptable terms; Knowledge of available on-line systems, research materials, technology, and tools to resolve taxpayer inquiries. In addition, communication techniques are required in order to effectively discuss investigative outcomes.

You may substitute education for specialized experience as follows: 3 full academic years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study such as business administration (finance, accounting, auditing, marketing and business law) law, economics, criminology, political science, government, social science, communications, psychology, public administration or other related field.
