Serves as the Lead Accounting Technician, relaying instructions from the Payroll Process Manager, initiating key tasks, establishing work cadence and managing team deadlines. Demonstrates work methods, and provides work-related guidance. Ensures worksite materials and tools are available to complete work. Keeps process manager apprised of all issues. Monitors work and meets productivity goals. Ensures employees follow security, safety and housekeeping rules. Responsible for solving problems with varying degrees of difficulty. Conducts on-the-job training and maintains procedures/instructions. Serves as a leader in the section and will perform supervisory duties on an emergency, or short-term and nonrecurring basis.
Uses an in depth knowledge of federal and agency accounting and payroll rules, regulations, policies and practices to independently perform the full range of payroll duties on an automated system to include: making changes to master records to serve as basis for pay and leave computation and disbursement of pay: setting up and changing employee accounts to reflect pay changes resulting from personnel actions; setting up deductions or temporary changes affecting one or a few pay periods; auditing authorization documents for completeness accuracy and propriety prior to computing bi-weekly taxes, annual statements of earnings, and deductions, maintaining control log on commission payments etc. May use various input documents and s wider variety of coding structures to process pay transactions for employees in various pay categories. Processes groups of accounting requiring regular application of different bodies of primary and special legislative, regulative, precedent pay provisions; interrelationships of a variety of types of pay entitlements to both regular and irregular working hours, applicable differentials, premium pay, overtime compensation, deductions, etc.
Answer questions and provides advice to employees, supervisors, finance specialists and personnel specialists. Answers questions on rules, regulations, processes, account balances and benefits. Computes and extracts data. Handles special technical support assignments. Completes the full range of payroll transactions on an automated personnel system. Performs payroll account reconciliations.
Relays instructions from supervisor. Gets work started. Sets work pace. Demonstrates work methods, and provides work-related guidance. Ensures worksite materials and tools are available to complete work. Reports workplace injuries immediately to the immediate or higher level supervisor, and to the Human Resources office in the absence of the immediate supervisor. Checks with supervisor on problems. Checks on work and meets productivity goals. Ensures employees follow security, safety and housekeeping rules. Conducts on-the-job training and instructions. Performs supervisory duties in an emergency, or short-term and nonrecurring basis.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.
Performs other related duties as assigned.
EVALUATIONS:
Three years’ experience that demonstrates in depth knowledge of federal and agency accounting and payroll rules, regulations, policies and practices to perform the full range of payroll duties on an automated system to include: making changes to timesheets for pay and leave computation and disbursement of pay. Experience using the automated Peoplesoft personnel payroll system. Skills in accounting with knowledge of general ledger and reconciliation processes. Knowledge of financial statements, using balance sheets, and profit and loss statements to monitor trends, ratios and other analytical studies. Should have ability to multitask in a fast pace environment. Ability to type, operate a calculator, and a personal computer. Knowledge of business mathematics.
