Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Procures a wide variety of services, commodities, and/or construction. Executes post-award contract performance management actions on assigned contracts. Provides business advice and guidance to technical personnel and others on contracting work and prepares correspondence. Performs other duties as assigned.
Military Grades: O-1 to O-4
Compatible Military Assignments: 64PX, 6E000, 6C091, or 6C071
GENERAL EXPERIENCE: An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: GS-12, Intermediate Level Two. To qualify, candidate must have Level Two Certification awarded. Must meet positive education requirement. Must have at least 12 months of broadening contracting experiences and competencies that provided an expanded expertise in contracting principles and procedures to include the following tasks: Developing and Negotiating Positions, Advanced Cost/Price Analysis, Contract Termination, and Procurement Policies. NOTE: If the GS-12 position also requires Level Three Certification based on the complexity of the contracts, as a condition of continued employment in the position, the employee must complete the Level Three Certification within 24 months of appointment to the GS-1102-12 non-supervisory position.
MANDATORY POSITIVE EDUCATION
Minimum Requirements for All ARNG and ANG Civilian Grades and Military Ranks.
1. A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
AND
2. At least 24 Semester Hours in any combination/restricted to the following studies: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.
Three Dual Status Technician GS-1102 Certification Career Levels are:
Level One - I: GS-07, Entry; Level Two - II: GS-09 to GS-12, Intermediate; and, Level Three - III: GS-13, Senior.
CERTIFICATION CAREER LEVELS
The certification requirements may vary for the GS-1102-12 positions dependent on the complexity of the contracts managed by the incumbent. All GS-1102 Dual Status Technicians, who do not complete the positions' required certifications within 24 months, are not retained in their positions. Dual Status GS-1102 Dual Status Technicians are NOT ELIGIBLE for any promotion considerations to higher-graded positions if these technicians do not have the required certifications to retain their current positions.
You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
