Audits projects without precedent or of such a nature as to require original assessment and considerable judgment to develop an audit plan and devise detailed fact-finding techniques. Conducts entrance conferences with management officials at the audit site. Accomplishes audit steps in concert with Comptroller General Standards and a variety of audit techniques (e.g., interviews, computer assisted, statistical analysis and questionnaires) in gathering, documenting and summarizing data. Performs audit follow-up on agreed-to findings, recommendations and monetary benefits made during the previous audit. Provides unscheduled, quick reaction troubleshooting capabilities to the command to prevent or correct serious, high-profile problems.Internal Auditors execute performance audits and consults on a variety of National Guard programs. Applicants must be open-minded, intellectually agile and resilient. This position demands the ability to work individually or as part of a team. Challenges will include working with deadlines and maintaining sensitive information. Most audits focus on compliance but in a dynamic environment. Audit criteria includes statutory and regulatory authorities, as well as program guidance and best practices. Applicants must be able to interpret and apply both auditing standards and the criteria for the review. An understanding of the DoD audits, National Guard programs, Cooperative Agreements, and the role of the United States Property and Fiscal Officer is essential. Applicants must have excellent written and verbal communications skills. Applicants must communicate in accordance with Internal Auditing Standards. Quality communications are accurate, objective, clear, concise, constructive, complete and timely. Auditors must write executive summaries that conform to this standard. Auditors must be able to build work-papers that effectively communicate sufficient appropriate evidence to support conclusions. The ability to communicate verbally is an essential attribute for this position. The value of this function may hinge on the ability of the Auditor to influence management. The Auditor must be able to explain the purpose and context of engagements, while working with management for process/program improvements.
Applicants must effectively use Microsoft Office software (i.e. Outlook, Word, Excel, and PowerPoint) and other routine applications such as Adobe Acrobat Pro.
Series GS-0511 Positive Education Requirements
1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law.
NOTE: The term "accounting" means "accounting or auditing" in this Series. Similarly, "accountant" is interpreted as "accountant or auditor."

Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
