As a Deputy Director of Acquisitions you will perform the following duties:
Provide advice and expertise on all program and policy matters concerning the management of PBS federal acquisition program. Support the Director with the development of long-term effective strategic planning for the regional procurement programs that meet acquisition objectives and goals. In addition, promote purchasing activities with small business outreach and facilitate business interactions between PBS and Federal Acquisition Services (FAS).
Develop long-term effective strategic planning for the regional procurement programs that meet acquisition objectives and goals. Manages over 600M in contract awards that service and support Federal and leased facilities located throughout PBS.
Serve as the liaison between PBS offices and vendors, while encouraging vendor access, as appropriate, to PBS offices. Educate vendors on the PBS process of buying gods and services, the requirements to compete for a Federal contract, and where additional information is located. Develop and oversee the procurement training and education program, including budget, for the National Capital Region. Identify and implement viable training programs that enhance existing 1102 programs that will continue the professional development of the acquisition staff.
Serve as the subject matter expert in providing guidance in the use of Federal Acquisition Regulations (FAR), General Services Acquisition Manual (GSAM), and other related areas of the acquisition program including systems containing data for general acquisition, procurement preferences activities, and contractor performance. Provide business and market intelligence to the PBS programs on how PBS acquires the goods and services nationwide, and use the information for program decisions.
Assist in the oversight of the operational contracting efforts to include (1) the award and administration of PBS NCR global contracts for Architect and Engineering, Construction, and Construction Management IDIQ contracts for use by PBS Service Centers in satisfying client agency facility needs, and (2) professional service contracts to support the Executive Team and regional offices in executing their planning, strategic management, and oversight responsibilities.

The GS-15 salary range starts at $134,789.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-1102-14 in the Federal service.
Specialized experience is defined as experience that includes planning and evaluating programs and operations; overseeing the organization's technical and managerial activities relating to the contracting function; or ensuring that agency regulation and guidance implement statutory requirements and sound policies across the entire spectrum of procurement; overseeing the development, implementation, and communication of policies that directly affect the terms and conditions in contracts, and providing the competencies necessary to perform the full range of highly complex pre-award and post award activities utilizing a variety of types of contracts and evidence of professional potential, business acumen, drive for results, relationship building, and self motivation in order to procure supplies, services, or construction associated with an organization.
