This position is located in the Internal Audit (CN) organization of Compliance, Audit and Risk (C), Bonneville Power Administration (BPA). A successful candidate in this position will develop and execute a risk-based annual program of audit services to support the governance objectives of BPA executive management and the BPA Audit, Compliance, and Governance Committee (ACGC), and to serve the needs of BPA managers.

As an Auditor, you will:
Lead the efforts of one or more assisting auditors/analysts, provides audits, analyses, assistance, and advice to BPA business lines, corporate, and support organizations.
Discuss needs with clients (typically SES or GS-14/15) to set project objectives, scope, and deliverables.
Prepare audit programs or other work plans needed to guide service efforts and delivery.
Plan, direct and coordinate efforts or audit team members assigned to a project.

1) Preparing or reviewing work of staff ensuring it is sufficient, competent, and includes relevant evidence to support findings for audits. 2) Developing project plans for audits by modifying established procedures or by participating in the development of new auditing techniques and principles (e.g., operational, financial, IT systems, contracts, compliance audits); 3) Adapting audit guidelines to specific cases or problems and/or interpreting a large number of varied policies and regulations.
There is no substitution of education for experience at the GS-13 level.

Internal Controls – Knowledge of the principles, methods, and techniques for establishing internal control activities (for example, authorizations, verifications, reconciliations), monitoring their use, and evaluating their performance (for example, identification of material weaknesses or significant deficiencies).

Technical Documentation – Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
