The Information Technology Security Officer serves as the Information Technology (IT) security officer/expert for the Office of Chief Counsel and as Counsel’s expert on Internal Revenue Services’ (IRS) cloud security. This position utilizes the Federal Risk and Authorization Management Program (FedRAMP) framework for Electronic Discovery (eDiscovery) and for IT security procedures, tools, policies and methods. FedRAMP provides a standardized framework for security assessment, authorization, and continuous monitoring of cloud products and services. This program is at the epicenter of cloud technology, cyber security, and risk management. This position deals with projects of exceptional breadth and intensity of effort, and of significant interest to the public and the government, usually at the multi-agency level including the IRS, Treasury and Department of Justice (Justice). The specialist develops new theories and concepts based on projects that he/she has defined in cyber security. The specialist is responsible for the highest-level, cross-functional projects that include the creation and implementation of broad effective policies and procedures and operational objectives ensuring the effectiveness of Counsel’s cyber-security program and coordinating effort and activities across all organizational lines within Chief Counsel and IRS as needed. The incumbent is a consultant to top agency management and an advisor to Chief Counsel and IRS security specialists. He/she serves as the liaison to the IRS, Chief Information Officer, Office of Cyber Security for identity theft and data loss prevention programs, and compliance reporting and certification for eDiscovery, and cloud-based systems in the government area of security, which is under congressional scrutiny.

GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.
Specialized experience: Mastery of IT security theories, concepts, practices and emerging issues, and project management methods and concepts, sufficient to develop new theories, standards and methods for IT security related to cloud technology, eDiscovery and eLitigation; Information technology methods and processes; developing and executing IT projects in conformance to IRS Governance; developing long-range plans involving complex information technology in support of legal processing; provide technical support on complex custom software to attorneys with large cases in litigation; implementation of major IT projects; detailed analysis and recommendations on underlying technology for hardware and software deployments; address customer IT and customer service issues; working with legal staff to determine requirements, meeting and dealing with executives and IT personnel in a large legal firm or legal government agency.
The experience may have been gained in the public, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Security architecture and methods in IT security sufficient to represent Chief Counsel on interagency workgroups established to develop government-wide IT policy initiatives; 2) Expert knowledge of Chief Counsel/IRS IT operating programs and pertinent programming interrelationships with eDiscovery and eLitigation to prepare findings and recommendation for establishing new initiatives and improvement of programs; 3) Expert knowledge of Federal Information Systems Security Protocols, Cloud Security Standards, and National Institute of Standards and Technology (NIST) Cyber Security framework, guidance and best practices; 4) Ability to design and conduct comprehensive management studies for business systems of which there may be no precedent studies or projects; 5) Ability to analyze, coordinate and implement new or revised studies and procedures that cross organizational and functional lines with agency-wide impact upon programs and mission objectives; 6) Ability to write in a clear, concise and persuasive manner for a variety of audiences and purposes.
