WHAT DOES A HUMAN RESOURCES DEVELOPMENT SPECIALIST DO? As a Human Resources Development Specialist, you will serve in the course development or delivery group section at the National Criminal Investigation Training Academy (NCITA), which is a residential and nonresidential training facility for IRS Criminal Investigation's employees. You will be assigned to one of the Academy's subparts responsible for evaluating training needs; consulting with management about those needs; designing employee development and training programs for law enforcement and non-law enforcement employees in Criminal Investigation nationwide; and perform administrative, evaluative, or technical work.

GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes basic knowledge of human resources development, practices, regulations, and policies to perform, entry level work related to learning and employee development and to communicate procedural and factual information to business customers; assisting with planning, coordinating, administering, and implementing training programs and rollout of classes, assisting with developing courses and curricula for occupations or functions based on the job competencies and collecting data concerning basic program policies, regulatory requirements, and procedures; basic knowledge of and skill in elementary analytical methods and diagnostic techniques to gather basic information to identify performance improvement needs and opportunities; and experience with written communication techniques to assist with reviewing project papers, reports, training material, and correspondence for grammar and syntax. OR
You may substitute education for specialized experience as follows 1 full year of progressively higher level graduate education leading to a graduate degree any field of study from an accredited college or university. GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes knowledge of basic human resources development (HRD), practices, laws, regulations, policies, and precedents to provide HRD management advisory, and technical services on non-controversial factual, procedural, and/or recurring issues relating to learning and employee development; Basic knowledge of instructional design principles and the processes used in designing and delivering learning products to assist other specialists in developing routine training material; Knowledge of and basic skill in applying principles, practices and elementary techniques of education, adult learning theory, and employee development to assess, define and meet individual learning needs; Knowledge of and skill in applying basic analytical methods and diagnostic techniques to identify HRD and non-HRD interventions to address routine HR problems and issues; Experience using knowledge of oral communication techniques to present findings and recommendations and knowledge of written communication techniques to draft and/or prepare in final form project papers, and training material.
