The individual selected for this position will serve as Director, Fee Management Products Division, exercising leadership and managerial responsibility for all SDLC activities associated with automated systems to support USPTO-wide fee management functions. Plans, prioritizes, and assigns work to subordinates filling various roles such as subject matter expert, technical lead, project manager, contracting officer representative, and information systems security officer. Work encompasses the full scope of systems development, to include planning, requirements determination, design, development, testing, implementation, operations, and retirement.
This position is located in the United States Patent and Trademark Office, Office of the Chief Financial Officer (OCFO), Office of Financial Management Systems (OFMS). OFMS’s work encompasses the full system development life-cycle (SDLC) including planning, requirements determination, design, development, testing, implementation, operations, and retirement. OFMS is fully responsible for application management of all financial management systems within the context of the infrastructure and standards provided by the Office of the Chief Information Officer (OCIO). OFMS works with customers/stakeholders to determine and document system requirements and maintains these requirements in OCIO-provided systems. OFMS designs systems, including research and purchase of new technologies. OFMS obtains OCIO enterprise architecture governance approval for new technologies and maintains designs in OCIO-provided systems, develops systems in accordance with OCIO code standards, and tests system changes using OCIO-provided testing tools. OFMS implements system changes with support from OCIO infrastructure teams (e.g., server provisioning). OFMS operates and troubleshoots systems and uses OCIO-provided monitoring tools. OFMS is also responsible for records management, including proper disposal of systems when retired. A primary responsibility of OFMS is to comply with all cybersecurity regulations to ensure the protection of sensitive financial and personally identifiable information. Financial management systems cover the acquire-to-pay, plan-to-execute, price-to-collect, and record-to-report business functions. The Fee Management Products Division is responsible for systems that automate the “price-to-collect” business function.
