This position is located within the Financial Management Division at a base-level Air National Guard (ANG) Aviation Wing with responsibility for all budgetary operations necessary to support the plans, programs, missions, and activities of the wing and its geographically separated units (GSUs). The primary purpose of this position is to provide management oversight and guidance for both budget formulation and budget execution according to the Resource Management System (RMS). The incumbent is recognized as the top technical authority regarding fiscal and budgetary policy, law, and regulatory guidelines for all organizations serviced by the Wing Budget Office. The incumbent fosters an environment conducive to teamwork among resource managers and decision-makers in meeting the objectives and goals of the Resource Management System. This incumbent accomplishes budget functions in support of state and federal Air National Guard operations, training, and readiness missions, and the contingency operations of its total force and joint service partners.
AREA OF CONSIDERATION: Open to current members of the Massachusetts Air National Guard, or those eligible to enlist and/or transfer into the Massachusetts Air National Guard.
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. GENERAL EXPERIENCE: Must have experience in administrative, professional, technical, or other responsible work that utilizes knowledge of management principles and practices. Experience analyzing problems, drawing logical conclusions, and communicating effectively with others. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training involving complex knowledge and understanding of governing budgetary policies, precedent setting decisions, procedures and regulations. Experience in identifying, analyzing and resolving budgetary problems. Experience interpreting comptroller decisions and providing regulatory information. Experience in briefing senior level management on budget related issues. For Supervisory Position, the candidate must be eligible for entry into the position's financial management certification career program based on the position's GS-grade and/or the candidate's military rank before final approval and appointment is processed. The candidate must have at least 36 months of broadening finance, accounting or audit program experiences in leading, planning and scheduling program work in a manner that promotes smooth flow and even distribution of assigning work requirements. Experiences included training and guiding employees on finance programs and assigning tasks. Experiences involved balancing budget program work requirements, finance and budget program policies, and providing advice, mentoring, and direction on a wide variety and addressing employee performance issues. Experienced in structuring assignments that created effective and efficient procedures with measured and improved task processes. Must have demonstrated experiences and/or endorsements on mentorship competencies that were provided to employees. Supervisory experiences improved training applications for career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have working knowledge of equal employment and affirmative action programs. Must have accomplished an undergraduate or graduate degree requirements. As a condition of continued employment in the GS-0560-12 Supervisory Position, dependent on the position's certification level, the employee must have the position's awarded higher financial management certification reflected in his or her civilian personnel record.
To qualify for GS-0560 on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.

If you accept an Active Guard Reserve (AGR) position or a Military Technician (Mil Tech) Permanent or Indefinite position after 25 February 2010 where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment.
