1. Implements and administers the APO Information Security Program for the installation. Implements DOD, USAF, and MAJCOM policies and develops local procedures for the classification and protection of classified national defense and other sensitive information originated or controlled by installation activities. Serves as the commanders' primary security professional for the fielding and protection of classified programs technologies. Researches, interprets, analyzes and applies security guidelines from various sources for local application. Develops and implements security policies, plans and procedures (such as standard operating procedures, system security, program test, treaty preparation, deployment and OPSEC plans) for all personnel and facilities that support classified programs and SCI material. Conducts and documents regular self-inspections of all program facilities and operations. Assess the program's security posture and sets goals and courses of action to correct deficiencies. Administers the security education program. Develops lesson plans, briefings and training aids for indoctrinated members' initial and recurring training requirements to include classified couriers, foreign travel briefings, defensive and security briefs.
2. Implements and administers the Physical/Industrial Security Program. Implements DOD, USAF, JAFAN, and ARC policies and directives for the construction, protection and operation of all classified programs facilities to include sensitive compartmented information facilities. (SCIFs).
3. Implements and administers the Personnel Security Program for the installation. Establishes local procedures for processing requests for security clearances for military and civilian personnel. Initiates and reviews all requests for personnel security investigations consistent with directives. Ensures that Requests for security clearances are properly screened and verified, and that all necessary forms and documentation have been completed before processing for clearances. Analyzes each request received to determine validly for access indicated.
4. Assists base unit and staff agency APO security managers in implementing security education and motivation programs. Advises security managers of security training requirements, changes in security procedures, publication of security directives, and enhancements designed to increase security awareness.
5. PERFORMS OTHER DUTIES AS ASSIGNED.
Military Rank/Grade: Will be individually addressed to MSgt/E7.
Compatible Military Assignments: 3P0X1, 1N0X1, 2A/2WXXX and 1C3XX.
*Eligible AFSCs include 3POX1, 1NOX1, 2A/2WXXX. Other AFSCs will be considered but will require a waiver
Specialized Experience GS-09: Must have a minimum of 24 monthsof specialized experience in the security career field, to include technical training schools and drill-status working experience. Security Forces and Intelligence training experiences are not required for individuals performing Chief of information Protection duties/responsibilities; Security Officer duties/responsibilities; or, Special Security Representative duties/responsibilities.
Specialized Experience GS-11: Must have a minimum of 36 months of specialized experience, training or knowledge in research and analysis reports on physical, information, computer, and personnel security. Experience in conducting intelligence support operations, procedures, and practices that are necessary to accomplish intelligence functions in support of programs essential to state National Guard daily operations, training, and readiness missions. Experience in implementing policies and procedures required to manage sensitive compartmented information programs and to protect sensitive compartmented information resources. Knowledgeable on how to maintain currency on a variety of different security program inter-relationships, requirements, regulations and guidance in order to protect sensitive compartmented information facilities and materials from espionage, sabotage, and destruction. Competent and knowledgeable as a technical specialist on sensitive compartmented information security matters, as well as, other areas of classified security and classification guidance. Experience in managing and complying with Sensitive Compartmented Information facilities, construction and physical requirements, standards and regulations.
